EXHIBIT A <br />(SCOPE OF SERVICES) <br />L Background <br />The City of Paris ("City") selected Garver to assist with preparations for compliance with the Lead and <br />Copper Rule Revisions (LCRR). These services will be phased based on the regulatory timeframe, i.e., <br />the LCRR compliance date of October 16, 2024, and will be responsive to regulatory changes <br />introduced by the Lead and Copper Rule Improvements (LCRI), which is currently in development. <br />Generally, Garver will provide technical guidance to the City related to: <br />• Developing a service line inventory <br />• Assessing water quality <br />• Updating sampling plans and protocols <br />Developing a new lead service line replacement plan <br />• Budgeting for LCRR and LCRI costs <br />• Identifying funding opportunities and preparing funding applications <br />• Communications materials <br />IL Scope of Basic Services <br />The following scope of work describes the services to be provided to meet the LCRR compliance date <br />of October 16, 2024. Gamer will prepare an overall project management plan (PMP) and quality <br />control/assurance plan (QCP) to be used for all tasks. Garver will prepare and provide monthly <br />progress/status reports, sufficient to support monthly billings. Monthly status reports will be submitted <br />with monthly invoices and project updates. <br />A. Task I — Service Line Inventory Assistance <br />1. Garver will attend one (1) kick-off meeting to discuss project objectives, internal and <br />external team, lines of communication, and schedule. <br />2. Garver will assist the City in developing a strategy for identifying service line materials <br />using existing records, routine and emergency maintenance activities, and targeted <br />materials inspections. The strategy and a proposed schedule will be documented in a <br />technical memorandum (TM). <br />3. Garver will develop a template for the City's service line inventory, either in Microsoft <br />Excel or as a GIS shapefile. <br />4. Garver will review data collected by the City using the template up to two (2) times and <br />provide recommendations for enhancing the accuracy and completeness of the data. <br />5. Garver will facilitate one (1) virtual workshop to provide updates on Garver -led tasks and <br />any regulatory developments and receive status updates on City -led tasks. <br />Deliverables: Data request, draft and final service line inventory TM, service line data <br />collection template, and review comments on data collected by the City. <br />6 Version 1 <br />Paris Lead and Copper Rule Assistance Garver Project No. 2302035 <br />
