Item No. 9 <br />RM � 011 R", R J <br />TO: City Council <br />Grayson Path, City Manager <br />FROM: Randy Tuttle, Assistant Chief of Police <br />SUBJECT: LAMAR COUNTY MITIGATION PLAN <br />DATE: October 18, 2023 <br />BACKGROUND: In accordance to the Federal Disaster Mitigation Act of 2000 Lamar County is <br />required to have a Federal Emergency Management Agency (FEMA) approved Local Hazard <br />Mitigation Plan. This plan, which includes the City of Paris, will serve dual objectives of providing <br />direction and guidance on implementing hazard mitigation, and qualify the County to obtain <br />federal assistance for hazard mitigation. To help achieve these objectives, the Plan attempts to <br />systematically identify and address hazards that can affect the County. This plan addresses natural <br />disasters identified in the State of Texas 2018 Hazard Mitigation Plan. Participating jurisdictions <br />will address the natural hazards listed in table I on page 10 of the plan. The plan is directed at <br />making Lamar County and its citizens safer from disasters by reducing the risks of property and <br />lives from a variety of natural disasters. This plan has not been updated since 2007. <br />STATUS OF ISSUE: Local Emergency Managers worked with Grant Works to update the plan <br />which was then submitted to the Texas Division of Emergency Management and FEMA for <br />approval. Lamar County and participating entities was recently notified the plan had been <br />approved by both agencies. A resolution is required for the City of Paris to adopt the plan. <br />BUDGET: No impact on current budget. <br />RECOMMENDATION: Recommend council approve the resolution adopting the Lamar County <br />Mitigation Plan. <br />
