Item No. 17 <br />Memorandum <br />TO: Mayor, Mayor Pro -Tem and City Council <br />Grayson Path, City Manager <br />FROM: Triniti Frazier, Community Development Coordinator <br />SUBJECT: Conduct a public hearing and take action regarding the petition of John Mark <br />Spencer for a zoning change from an Agricultural District (A) to a Commercial <br />District (C) in the City of Paris, Block 306-C, Lot 1, LCAD 50105, located at <br />4010 N Main St. <br />MTG. DATE: December 11, 2023 <br />BACKGROUND <br />The applicant is requesting a zoning change from Agricultural to Commercial. The proposed use <br />of the property is for retail sales of RV parts & accessories. The subject property is 1.539 acres <br />along HWY US 27I N Main Street. The property is guided for Commercial. Therefore, this action <br />will be in accordance with the city's comprehensive plan. The developer has completed a pre - <br />development meeting with city staff. <br />ANALYSIS <br />• The land to the North is zoned Agricultural and Commercial, consists of commercial businesses, <br />and is guided for Commercial. <br />• The land to the South is zoned Agricultural, consists of undeveloped land, and is guided for <br />Commercial <br />• The land to the East is in the County and lies within the City of Paris Extraterrestrial Jurisdiction <br />(ETJ), the City's Zoning Ordinance does not apply, and surrounding properties consist of an <br />existing RV Park, single-family homes and undeveloped agricultural land. <br />• The land to the West is zoned Commercial and Agricultural, consists of Self -Storage facilities <br />and other commercial establishments, and is guided for Commercial. <br />The proposed use is prohibited in the Agricultural District, hence the requested change for a use <br />that is permitted by right in the Commercial District. The owner plans to remodel the old Spencer <br />RV dealership that his father built in the 1970's for retail sales of RV parts and accessories. All <br />improvements to the site shall conform to the standards required by the City of Paris. It can be <br />expected that any surrounding vacant land will be developed with Commercial characteristics <br />similar to other uses along the major thoroughfare/arterial roadway. <br />
