Item No. 18 <br />Memorandum <br />TO: Mayor, Mayor Pro -Tem and City Council <br />Grayson Path, City Manager <br />FROM: Triniti Frazier, Community Development Coordinator <br />SUBJECT: Conduct a public hearing and take action regarding the petition of Adam Bolton <br />on behalf of Gary Cook for a Comprehensive Plan Amendment from split use <br />Retail (R) /Low Density Residential (LDR) to High Density Residential (HDR) <br />in the City of Paris, Block 199, Lot S PT of 2, LCAD 17210, located at 1610 <br />Bonham St. <br />MTG. DATE: December 11, 2023 <br />BACKGROUND <br />Gary Cook is seeking a minor amendment to the Comprehensive Plan to provide for a high density <br />residential use of the property located at 1610 Bonham St. Construction of a six unit apartment <br />complex is planned. This is a .32 acre tract that is currently vacant. Also, on this agenda is a <br />zoning change request, preliminary and final plat. <br />The site is currently guided for Retail and Low Density Residential. Staff is in support of this <br />minor amendment to High Density Residential. Particularly in light of the fact that land uses <br />developed in this area are of a higher density residential land use. Continued higher density <br />residential development in this location where good access and adequate utilities are available <br />will serve the immediate and long-term needs of the communities housing goals. <br />The Planning & Zoning Commission recommended approval of the Comprehensive Plan <br />Amendment at its December 4, 2023 meeting. Motion carried, 4 ayes — 0 nays. <br />RECOMMENDATION <br />Approve of the Comprehensive Plan Amendment from a split use of Retail and Low Density <br />Residential to High Density Residential. <br />
