r <br />Item No. 19 <br />TO: Mayor, Mayor Pro -Tem and City Council <br />Grayson Path, City Manager <br />FROM: Triniti Frazier, Community Development Coordinator <br />SUBJECT: Conduct a public hearing and take action regarding the petition of Adam Bolton <br />on behalf of Gary Cook for a zoning change from a Two -Family Dwelling <br />District (2F) to a Multiple -Family Dwelling District No. 1 (MF -1) in the City of <br />Paris, Block 199, Lot S PT of 2, LCAD 17210, located at 1610 Bonham St. <br />MTG. DATE: December 11, 2023 <br />BACKGROUND <br />The applicant is requesting a zoning change from 2F to MF -1. The proposed use of the property <br />is for a six -unit apartment complex. The subject property is a .32 acre tract that fronts an arterial <br />roadway. The property is being re -guided from split Retail and Low Density Residential to High <br />Density Residential in support of this zoning change. Therefore, this zoning action will be in <br />accordance with the city's comprehensive plan. The developer has completed a pre -development <br />meeting with city staff to address required parking and storm water. <br />ANALYSIS <br />• The land to the West consists of multiple zoning districts (General Retail, Commercial, and <br />Two -Family) that are guided for Retail. <br />• The land to the East is zoned Two -Family and Commercial, is guided for Retail, and consists <br />of single-family homes, churches, and apartments. <br />• The land to the North is zoned SF -2, is guided for Low Density Residential and has been <br />developed with single-family homes. <br />• The land to the South also has mixed zoning districts that are guided for Retail and consist of <br />apartments, churches, single-family homes, and retail establishments. <br />Given the nature of existing land uses in this area to include public facilities like roads, parks, <br />pedestrian and cycling facilities; staff believes this area is well situated for additional multi -family <br />development. It would serve as an equivalent use as the adjacent property. The majority of <br />apartment buildings constructed in the City of Paris are located along Bonham St. and Lamar <br />Ave. City water and sewer are available to the site. All improvements to the lot shall conform to <br />the standards required by the City of Paris. <br />
