Vine, Deputy City Manager <br />SUBJECT: Authorizing Girl Scouts of Northeast Texas to Build Pavilion on Lake Gibbons <br />Lease <br />DATE: January 8, 2024 <br />BACKGROUND: The City of Paris and the Girl Scouts of Northeast Texas have partnered for <br />several years wherein the Girl Scouts have leased City owned property on Lake Gibbons in <br />conjunction with their various programs at Camp Gambill. The latest lease was approved by the <br />City Council for an initial term of 5 years beginning March 20, 2022 and ending March 19, 2027, <br />with an option to renew the lease for an additional 5 years. <br />STATUS OF ISSUE: The Girl Scouts are seeking permission from the City to perform repairs to <br />the existing boathouse located on the leased property due to extensive damage received during the <br />tornado of November 4, 2022. They are also needing to perform a repair, or replacement, of the <br />existing septic system on the property due to the age of the system. Lastly, a request is being made <br />for authorization to construct a new waterfront pavilion. While the current lease does not make <br />reference to the construction of new structures or buildings, however, it is the City's understanding <br />that any'and all improvements, including buildings, structures and infrastructure on the property <br />leased by the Girl Scouts will remain with the property should either the City or the Girl Scouts <br />decide to terminate or not renew the lease agreement. <br />If the Council desires to allow the Girl Scouts to build the pavilion on this property, staff has <br />drafted a letter (Attachment A) which can be signed by the Mayor and the City Manager and <br />representatives from the Girls Scouts providing, and acknowledging, the requested permission <br />along with the understanding that any and all improvements, including buildings, structures and <br />infrastructures on the property leased by the Girl Scouts will remain with the property should either <br />the City or the Girl Scouts decide to terminate or not renew the lease agreement. <br />BUDGET: N/A <br />RECOMMENDATION: Staff recommends authorizing the Girl Scouts of Northeast Texas to build <br />a waterfront pavilion on the land leased on Lake Gibbons. <br />
