MINUTES OF THE REGULAR CITY COUNCIL MEETING <br />OF THE CITY OF PARIS, TEXAS <br />December 11, 2023 <br />The City Council of the City of Paris met for a regular session at 5:30 p.m. on Monday, <br />December 11, 2023, at the City Council Chamber, 107 E. Kaufinan, Paris, Texas. <br />Present: Mayor: Reginald B. Hughes <br />Council Members: Shatara Moore, Rebecca Norment, and Rudy Kessel <br />City Staff: Grayson Path, City Manager; Doug Harris, <br />Assistant City Manager; Stephanie Harris, City <br />Attorney; Janice Ellis, City Clerk; Gene Anderson; <br />Finance Director; Rich Salter, Police Chief; Todd <br />Mittge, City Engineer; Michael Smith, Public <br />Works Director; Duke McGee, Building Official; <br />and Clyde Crews, Fire Marshal <br />Absent: Mayor Pro -Tem: Mihir Pankaj <br />Council Members: Gary Savage and Clayton Pilgrim <br />Opening Agenda <br />1. Call meeting to order. <br />Mayor Hughes called the meeting to order at 5:30 p.m. <br />2. Invocation. <br />Finance Director Gene Anderson gave the invocation. <br />3. United States Pledge of Allegiance & Texas Pledge of Allegiance. <br />City Manager Grayson Path led the United States Pledge & Texas Pledge of Allegiance. <br />4. Citizens' Foram. <br />Alvin Atwood, 2419 Bonham — he said he was there to talk about the in -affordability of <br />water, and that his water bill was too high. He also said he had the signature of 82 people who <br />agreed with him. <br />Carolyn Williams, 50-44h S.W. — she said the taxes on her house increased, that she went <br />to the Lamar County Appraisal District, and she wanted to know how they figured the taxes. <br />Harley Draven, 2213 Hubbard — she said there was a lack of sidewalks and others were <br />deteriorating. She also said there needed to be better accessibility, and she had lost 90% of her <br />independence since moving to Paris. <br />
