Discuss, conduct a public hearing and act on ORDINANCE NO. 2023-072: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, <br />AS HERETOFORE AMENDED, SO AS TO REZONE CITY OF PARIS BLOCK 306- <br />C, LOT 1, LCAD 50105, LOCATED IN THE 4000 BLOCK OF NORTH MAIN <br />STREET, FROM AN AGRICULTURAL DISTRICT (A) TO A COMMERCIAL <br />DISTRICT (C); DIRECTING A CHANGE ACCORDINGLY IN THE OFFICIAL <br />ZONING MAP OF THE CITY; PROVIDING A REPEALER CLAUSE, A <br />SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A PENALTY CLAUSE; AND <br />PROVIDING AND PROVIDING AN EFFECTIVE DATE. <br />Building Official Duke McGee explained the applicant was requesting the zoning change <br />for a proposed use of retail sales of RV parts and accessories. He said the Planning and Zoning <br />Commission recommended approval, as did staff. <br />Mayor Hughes opened the public hearing and asked for anyone wishing to speak in favor <br />or opposition of this item, to please come forward. With no one speaking, Mayor Hughes closed <br />the public hearing. <br />A Motion to approve the item was made by Council Member Kessel and seconded by <br />Council Member Moore. Motion carried, 4 ayes — 0 nays. <br />18. Discuss, conduct a public hearing, and act on ORDINANCE NO. 2023-073: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />CONSIDERING THE PETITION FOR A COMPREHENSIVE PLAN AMENDMENT <br />FROM SPLIT USE RETAIL (R)/LOW DENSITY RESIDENTIAL (LDR) TO HIGH <br />DENSITY RESIDENTIAL (HDR) IN THE CITY OF PARIS, BLOCK 199, LOTS S PT <br />OF 2, LCAD 17210, LOCATED AT 1610 BONHAM ST.; MAKING OTHER <br />FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING A <br />REPEALER CLAUSE; A SEVERABILITY CLAUSE, AND PROVIDING AN <br />EFFECTIVE DATE. <br />Mr. McGee explained that the applicant was seeking a minor amendment to the <br />Comprehensive Plan to provide for a high-density residential use of the property and that a six - <br />unit apartment complex was planned. He said that the Planning and Zoning Commission <br />recommended approval, as did staff. <br />Mayor Hughes opened the public hearing and asked for anyone wishing to speak in favor <br />or opposition of this item, to please come forward. With no one speaking, Mayor Hughes closed <br />the public hearing. <br />A Motion to approve the item was made by Council Member Kessel and seconded by <br />Council Member Norment.
