Item No. 21 <br />TO: Mayor, Mayor Pro -Tem and City Council <br />Grayson Path, City Manager <br />FROM: Duke McGee, Assistant Director of Community Development <br />SUBJECT: Conduct a public hearing and take action regarding the petition of Nathan <br />Spaulding for Lone Star Planned Developments, LLC on behalf of Benny and <br />Pat Short for a Comprehensive Plan Amendment from Low Density Residential <br />(LDR) to Commercial (C) in the City of Paris, Block 352, Lot PT of 7, LCAD <br />110221 and Gibson Valley Estates, Block A, Lot 1, LCAD 101305 (4.86 acres) <br />in the 4200 Block of SE Loop 286. <br />MTG. DATE: January 22, 2024 <br />BACKGROUND <br />Nathan Spaulding for Lone Star Planned Developments, LLC on behalf of Benny and Pat Short <br />is seeking a minor amendment to the Comprehensive Plan to provide for a commercial use of the <br />property located in the 4000 Block of SE Loop 286. This is a 4.86 acre tract that is currently <br />vacant. Also, on this agenda is a zoning change request. <br />The site directly abuts the 286 Loop to the East and is currently guided for Low Density <br />Residential. The land use directly across is zoned and guided for commercial use. Good access <br />and connection to utilities are available at this location. Commercial development in this location <br />will provide a good buffer between residential uses and the 286 Loop and will serve the immediate <br />and long-term needs of the community. Staff is in support of this minor amendment to <br />Commercial <br />The Planning & Zoning Commission recommended approval of the Comprehensive Plan <br />Amendment at its January 03, 2024 meeting. Motion carried, 6 ayes — 0 nays. <br />RECOMMENDATION <br />Approve of the Comprehensive Plan Amendment from a Low Density Residential to Commercial. <br />
