.ky f �. <br />"City Council Ordinance § 9.05.010 Initiation of process for designation of historic <br />landmark or district. <br />Procedures. <br />As set out herein, the procedure for adopting an ordinance to establish or amend a historic <br />landmark or district designation may be initiated by the city council, the planning and zoning <br />commission, the historic preservation commission or the owner(s) of property within the area of <br />request. Upon initiation of the procedure for designation, applications for a permit to place, <br />construct, alter, demolish, or remove any structure on the property shall follow the procedures set <br />forth herein for areas designated as historic districts, and shall continue thereafter unless and <br />until the city council shall deny the proposed designation." <br />Commissioner Holtman stated that she believes this means the HPC can make recommendation <br />or ask the questions we were trying to ask when the issue with the Church Street duplex project <br />was brought before the Commission. Can the HPC make a recommendation to P&Z or the City <br />Council to look at removing the spot zoning that exists on Church Street? Commissioner Coyle <br />stated there are approximately 10 properties on Church Street that are zoned multi -family. <br />Commissioner Coyle stated he believes that this is something HPC can bring to P&Z. Deputy <br />City Manager Vines said that the HPC can make a recommendation to P&Z. City staff cannot <br />snake these recommendations. Commissioner Matthews suggested a sub -committee be formed to <br />further study this. Commissioner Holtman, Conunission Matthews, and Commissioner Coyle <br />will snake up the subcommittee. <br />8. Coordinators Report - HPO Bedford reported on the upcoming NAPC FORUM July 31 - <br />August 4 in West Palm Beach Florida. Commissioner Coyle plans to attend along with HPO <br />Bedford. A grant will pay for lodging and transportation. The city will pay for the cost of <br />the training. The Main Street/HPC work sessions are scheduled for November 16 and <br />December 5 at the Community Room at the Depot at 5:30. The $50,000 grant for the 1" <br />Street revitalization was approved. A grant was also approved to connect the NorthEast <br />Texas Trail to downtown with bike trails. The Christmas tree lighting is scheduled for <br />November 18, 2023 with carriage rides and music. The Christmas parade, a project of PDA, <br />will be December 2, 2023. <br />9. Future Agenda Items - None <br />Adjourn: A motion by Commissioner Coyle seconded by Commissioner Holtman to adjourn. <br />Motion carried. Ayes 6; Nays 0. The meeting was adjourned at 4:53 PM by the Chairman. <br />
