Item No. 7 <br />Memorandum <br />TO: City Council <br />Grayson Path, City Manager <br />FROM: Randy Tuttle, Assistant Chief of Police <br />SUBJECT: 2023 STATE HOMELAND SECURITY PROGRAM GRANT <br />DATE: January 31, 2024 <br />BACKGROUND: In 2023 the Texas Governor's Office announced grant funding through Ark - <br />Tex Council of Governments was available from the State Homeland Security Program. <br />STATUS OF ISSUE: The City of Paris Police Department submitted an application in the amount <br />of $18,238.47 for a grant under this program to purchase water -cable barriers and was awarded the <br />grant. These barriers are used to harden the perimeter around local events when streets are closed <br />to traffic in order to provide greater protection to our citizens attending and participating in events. <br />The barriers can also be deployed to protect critical infrastructure facilities from vehicular traffic <br />if needed. A resolution of support from the governing body was required to be submitted with the <br />application. The City of Paris was recently notified the resolution needed to be amended to include <br />the following; <br />A written assurance that, in the event of loss or misuse of grant funds, the governing body will <br />return all funds to PSO. <br />BUDGET: The grant completely funded this project so there is no impact to the current budget. <br />RECOMMENDATION: Recommend council approve the amended resolution in support of this <br />project. <br />
