Item No. 7 Memorandum TO: City Council Grayson Path, City Manager FROM: Randy Tuttle, Assistant Chief of Police SUBJECT: 2023 STATE HOMELAND SECURITY PROGRAM GRANT DATE: January 31, 2024 BACKGROUND: In 2023 the Texas Governor's Office announced grant funding through Ark - Tex Council of Governments was available from the State Homeland Security Program. STATUS OF ISSUE: The City of Paris Police Department submitted an application in the amount of $18,238.47 for a grant under this program to purchase water -cable barriers and was awarded the grant. These barriers are used to harden the perimeter around local events when streets are closed to traffic in order to provide greater protection to our citizens attending and participating in events. The barriers can also be deployed to protect critical infrastructure facilities from vehicular traffic if needed. A resolution of support from the governing body was required to be submitted with the application. The City of Paris was recently notified the resolution needed to be amended to include the following; A written assurance that, in the event of loss or misuse of grant funds, the governing body will return all funds to PSO. BUDGET: The grant completely funded this project so there is no impact to the current budget. RECOMMENDATION: Recommend council approve the amended resolution in support of this project.
