RESOLUTION NO. 2024-013 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS AMENDING RESOLUTION NO. 2023-032 SUPPORTING AN APPLICATION FOR A GRANT FROM THE 2023 STATE HOMELAND SECURITY PROGRAM AND THE ARK-TEX COUNCIL OF GOVERNMENTS FOR THE PURPOSE OF FUNDING THE ACQUISITION OF POLICE BARRICADES BY ADDING A PROVISION THAT IN THE EVENT OF LOSS OR MISUSE OF GRANT FUNDS, THE CITY WILL RETURN ALL SUCH FUNDS TO THE GOVERNOR'S PUBLIC SAFETY OFFICE; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, on July 24, 2023, the City Council approved Resolution No. 2023-032 in support of an application for a grant in the amount of $18,238.47 from the 2023 State Homeland Security Program and the Ark -Tex Council of Governments for the purpose of funding water -cable barriers to be used to harden the perimeter around local events when streets are closed to traffic to provide greater protection of our citizens; and WHEREAS, the Paris Police Department has submitted said application and the grant (Grant Number 4786101) has been awarded; and WHEREAS, as an additional requirement to receiving the grant funds, the granting agencies have instructed the city to amend Resolution No. 2023-032 to provide that, in the event of loss or misuse of grant funds, the governing body will return all funds to Governor's Public Safety Office; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved and incorporated by reference as if fully set forth herein for all purposes. Section 2. That the City Council of the City of Paris, Texas hereby amends Resolution No. 2023-032, a copy of which is attached hereto as Exhibit A and incorporated herein by reference, to provide that, in the event of loss or misuse of grant funds, the governing body will return all such funds to Governor's Public Safety Office. Section 3. That this resolution shall be effective from and after its date of passage.
