signage located at 134 1" ST SW, Spencer Orthodontics — Clay Spencer. A motion was <br />made by Commissioner Coyle, seconded by Commissioner Long to approve the signage. Ms. <br />Bedford discussed with the board that Dr. Spencer was going to return with a fagade grant <br />request at the next meeting. He is currently undergoing the design review by Texas Main <br />Street Architects as required for the signage grant. The motion for approved of the COA <br />carried. Ayes — 6; Nays 0. <br />7. Discussion and possible action on the following applications for property located in the HD -l. <br />Downtown Commercial Historic District — 115 Clarksville ST. Mark and Mandeep Homer. <br />A. Revised Certificate of Appropriateness. Mr. Homer presented the revised plan for the <br />front fagade of the above referenced property. A motion was made by Commissioner <br />Coyle, seconded by Commissioner Vandiver to approve the application. The motion <br />carried: Ayes — 6; Nays - 0 <br />B. B. Fagade Grant request - $5000. A motion was made by Commissioner Vandiver, <br />seconded by Commissioner Matthews to approve the fagade grant. The motion <br />carried: Ayes - 6; Nays — 0. <br />C. Tax Exemption for historic properties. A motion was made by Commissioner Long, <br />seconded by Commissioner Coyle to approve the tax exemption. The motion carried: <br />Ayes — 6; Nays — 0. <br />8. Discussion and possible action on the following Certificate of Appropriateness application <br />for property located in HD 19-: Pine Bluff/Fitzhugh District — 646 Fitzhugh, Carlton Cooper. <br />A. Certificate of Appropriateness — After much discussion of the proposed materials for <br />the underpinning, a motion was made by Commissioner Coyle, seconded by <br />Commissioner White to deny the application. The motion carried: Ayes — 6; Nays — 0 <br />Mr. Cooper was asked to bring more information on the intended materials either by <br />photo of or samples of materials as it was unclear what type of underpinning he was <br />requesting. This request would be put on the agenda for February 2024. <br />B. Fagade Grant request — The Fagade Grant request was tabled pending approval of the <br />COA. <br />9. Discussion and possible action on the following Certificate of Appropriateness application <br />for property located in HD-1 Downtown Commercial District 111 Lamar Ave. <br />A. Certificate of Appropriateness — Fire Riser — Josh Bray After much discussion, which <br />included input by the Fire Marshall, Clyde Crews, about possible ways to hide the <br />riser with no appropriate way to do so due to the inset of the storefront, a motion was <br />made by Commissioner Long, seconded by Commissioner Coyle to approve the COA <br />with the condition that the fire riser and closet be placed on the west side of the <br />property where the building pilaster holding has a deeper alcove, making the closet as <br />small as possible. The motion carried: Ayes — 6; Nays — 0 <br />10. Coordinator's Report —Preservation Officer Bedford reported on the recent Main Street <br />Workshop on Transformation Strategies. <br />
