<br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS
<br />DISANNEXING A 7.04 ACRE TRACT OF LAND BEING PART OF THE JAMES
<br />KING SURVEY, ABSTRACT 511, TRACT 2-B, LOCATED AT 3197 FM 1497
<br />(LCAD PARCEL NO. 103,154), IN THE CITY OF PARIS, LAMAR COUNTY,
<br />TEXAS; ADJUSTING CITY BOUNDARIES TO REFLECT NEW CITY LIMITS;
<br />MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT;
<br />PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE AND A
<br />SAVINGS CLAUSE; AND DECLARING AN EFFECTIVE DATE.
<br />WHEREAS, on January 2, 2024, property owner First Pentecostal Church of Paris filed
<br />an application for disannexation with the City of Paris, Texas requesting that its property be
<br />disannexed from the Paris City Limits; and
<br />WHEREAS, the request includes a 7.04 acre tract of land being part of the John King
<br />Survey, Abstract No. 511, Tract 2-13, known as 3197 FM 1497, Paris, Lamar County, Texas
<br />(LCAD No. 103,154), more particularly described by metes and bounds in ExhibitA attached
<br />hereto and incorporated by reference as if fully set forth herein; and
<br />WHEREAS, on January 22, 2024 the majority of the City Council voted to move
<br />forward with disannexation and called for public hearings on March 11, 2024 and March 18,
<br />2024 in accordance with state law; and
<br />WHEREAS, notice of the public hearings was published in The Paris News on February
<br />29, 2024 and on the City website, in accordance with state law; and
<br />WHEREAS, the City Council conducted said public hearings on March 11, 2024 and
<br />March 18, 2024; and
<br />WHEREAS, the City Council, having reviewed the disannexation request, maps and
<br />exhibits for the proposed disannexation and having received public comment, hereby finds
<br />and determines that the proposed disannexation of the Property is in the best interests of
<br />the City of Paris, Texas and its citizens.
<br />NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
<br />PARIS, TEXAS:
<br />Section 1. That the findings set out in the preamble to this ordinance are hereby in
<br />all things approved and are incorporated herein by reference for all purposes.
<br />Section 2. That by adoption of this ordinance, the City Council does hereby
<br />disannex that Property currently within the boundaries of the city limits of the City of Paris,
<br />Texas, said property consisting of a 7.04 acre tract of land being part of the John King Survey,
<br />Abstract No. 511, Tract 2-13, known as 3197 FM 1497, Paris, Lamar County, Texas
