KAUFMAN ST, PARIS TEXAS <br />THURSDAY, MARCH 28, 2024 <br />3:00 O'CLOCK P.M. <br />Members Present: Cody Head, Board Member <br />Deputy City Manager Robert Vine <br />Maureen Hammond, PEDC Director <br />Thomas McMonagle, Fire Chief <br />City Staff: Stephanie Harris, City Attorney <br />Cheri Bedford, Main Street Manager -Board Liaison <br />Guests: Suzy Harper, Glee Emmite, Tracy Dougherty, Marvin <br />Gorley, Council Member Pilgrim, <br />Absent: Brandon Bell, Board member, Mihir Mark Pankaj- Board <br />Liaison <br />1. Call meeting to order. <br />Chairman Head called the meeting to order at 3:00 p.m. <br />2. Citizens' input <br />No one came forward for citizens input <br />3. Approve minutes from the meeting on March 13, 2024. <br />Ms. Hammond made the motion to approve the minutes as presented, seconded by Mr. <br />McMonagle, Motion carried 4 ayes, 0 nays. <br />4. Discuss and establish plan of work and possible timeline related to possible changes to <br />TIRZ boundaries and Project and Finance Plans. <br />Mr. Head requested this agenda item be added to establish some boundaries before <br />stakeholders are asked to have a meeting or workshop. Before going over his list, he asked the <br />board members if they had any items they would like to add to a discussion. <br />Ms. Hammond expressed it would be good to have the cost estimates for the remaining <br />catalyst projects in the project plan for downtown. She intends to get some estimates for some <br />industrial improvement projects for the subzones that she is aware of. She felt it would be good to <br />understand the feasibility study that was used to create the cost estimates for catalyst projects in <br />the existing document, and gain a better understanding what that looks like in today's dollars. It <br />may be necessary to hire a consultant, especially if the board is talking about adding other projects <br />to the project plan, but she looked to Ms. Harris for guidance. <br />Ms. Harris's recollection was the consultant the city hired at the time of TIRZ creations <br />
