Director Community Development <br />SUBJECT: Grant Administrative Services <br />DATE: May 13, 2024 <br />BACKGROUND <br />On March 25, 2024, the City Council authorized the Building Department to issue an RFP for third <br />party grant administrator services for the ultimate goal of seeking to improve the City's BCEGS <br />rating and to receive Building Department Accreditation. City staff issued an RFP with <br />publications on April 25, 2024 and May 2, 2024. City staff also e-mailed the Request for Proposal <br />for Professional Management Services packet to a total of eight vendors, which included small and <br />minority businesses. <br />STATUS <br />The deadline to receive the proposal was advertised as May 6, 2024 at 2:00 p.m. and a single <br />proposal was received from GrantWorks. A Scoring Committee consisting of City Councilmember <br />Rudy Kessel, DCM Robert Vine and Building Official Duke McGee reviewed and scored the <br />proposal packet submitted by GrantWorks. The Scoring Committee is recommending the City <br />move forward with GrantWorks as the third party administrator. <br />BUDGET <br />The particular grants we are pursuing would cover the third party administrator services 100%, <br />therefore we should not have any added expense to the city other than staff time. <br />RECOMMENDATION <br />Approve a Resolution authorizing GrantWorks as the City's Professional Service Provider for the <br />Hazard Mitigation Assistance Program(s) funded through the Texas Division of Emergency <br />Management (TDEM) and/or Texas Water Development Board (TWDB). If approved, an <br />agreement will be brought back to the City Council at a future meeting. <br />
