5. Unfinished Business: Playground Equipment <br />Nothing to report at this time. A possibility of applying to the RAM Foundation to secure funds <br />for new playground equipment (BTW, GWH and Jackson Court). Playgrounds would be open to <br />residents as well as the Community. <br />6. Interim Director's Report: <br />Occupancy Report - Vacancies and Waiting Lists: See attached breakdown. BTW, GWE and <br />Price Circle are experiencing units that are ABANDONED. Current eviction at Price Circle for <br />unpaid rent. Court date, May 23, 2024. <br />F inancial Report and Information on a Certificate of Deposit: <br />Accountant has NO REPORT. Pam Adams'. Finance Manager pulled April information from the <br />system. One of the CD's ($200,000) at Liberty National Bank was cashed in to get funds into the <br />operating general account. The system used by HUD to keep track of the financial portion of <br />public housing is LINDSEY. PHA uses the system but not to capacity. Pam Adams, Finance <br />Manager, has been approved to receive <br />traDning on the system. The Executive Director and <br />Finance Manager will have the credentials and ability to do Drawdowns once I -IUD approves. <br />Possible Action on Appointing a Trustee to the Lincoln Retirement Program as an <br />Approved Signer: <br />The present Signer is former Executive Director, Elizabeth Brooks. Suggested new Executive <br />Director be added once hired. Need board/trustee signer as well as Pam Adams, Finance <br />Manager. Motion to add board member Steve Smith as signer was made by Jenny Wilson, second <br />by Beverly Johnson. Motion carried 4 ayes 0 nays.. <br />Update on Safety/Security Analysis and Plans for Booker T. Washington Homes: <br />Issue: Problem tenants and vtors.isiInterim Executive Director Hubbard has spoken to Chief <br />Salter and Byron Gulley at HUD regarding the issue and visited the property. Memorial Day <br />weekend hire two (2) off duty Police officers ($60.00/hr.) to patrol at least four (4) hours - Friday, <br />and/or Saturday /Sunday. This should help deter unlawful gatherings with the added and <br />spontaneous patrolling the area. Shon Liles will get cameras updated and ascertain what needs to <br />happen that Paris Police Department has access to the PHA cameras. Several items from prior <br />meeting were revisited: towing cars, parking stickers affixed to residents' cars, parking permits. <br />0 <br />Update on Celebration Paris Project, Possible Action on Hiring Attorney: <br />The Project needs to be funded by August 2024. PHA needs to hire an attorney to negotiate,, <br />review documents,, possibly set up LLC/Nonprofit on behalf of PHA. Cynthia Bast of Austin firm <br />has been suggested by the Developers as a possible attorney. Interim Executive Director Hubbard <br />has a call with Ms. Bast, May 29, 2024 at 2:30 p.m. to discuss the Project. A Motion giving <br />Interim Executive Director Hubbard the authority to hire Cynthia Bast as the PHA attorney for <br />the Celebration Paris Project was made by Board Member Steve Smith and seconded by Board <br />Members Beverly Johnson.
