Regular Council Meeting <br />May 13, 2024 <br />Page 5 <br />APPROVING THE SUBMISSION OF AN APPLICATION FOR AN EXTENSION OF <br />A MOTOR VEHICLE CRIME PREVENTION AUTHORITY (MVCPA) GRANT FOR <br />CONTINUATION OF THE NORTH EAST TEXAS AUTO THEFT TASK FORCE; <br />APPROVING A CASH MATCH FROM THE CITY OF PARIS IN CONNECTION <br />WITH SAID GRANT EXTENSION; AUTHORIZING THE EXECUTION OF ANY <br />AND ALL DOCUMENTS NECESSARY FOR ACCEPTANCE AND <br />IMPLEMENTATION OF SAID GRANT UPON NOTICE THEREOF; MAKING <br />OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND <br />PROVIDING AN EFFECTIVE DATE. <br />Chief Salter reported that the Paris Police Department had benefitted from the Texas <br />Motor Vehicle Crime Prevention Authority Grant since 1994, and had been the lead agency since <br />that time. He said that Detective Cody Logsdon had taken over management of this grant two <br />years ago, and had grown the auto theft task force by two agencies since that time. Chief Salter <br />emphasized that the task force collectively provided assistance to law enforcement agencies in a <br />defined nine county coverage and assisted in the investigation of any auto theft or burglary of a <br />motor vehicle case at the request of any agency in the coverage area. <br />Mayor Pankaj opened the public hearing and asked for anyone who wished to speak about <br />this item, to please come forward. With no one speaking, Mayor Pankaj closed the public <br />hearing. <br />A Motion to approve this item was made by Council Member Kessel and seconded by <br />Council Member Norment. Motion carried, 7 ayes — 0 nays. <br />20. Discuss and act on an agreement with Paris Texas Pickleball for funding of construction <br />of pickleball courts at the Sports Complex. <br />Assistant City Manager Doug Harris recognized Sue Hays as the driving force in getting <br />this project off of the ground and asked that the Paris Pickle Ball group stand. <br />Mr. Harris explained that item 20 was for the construction of eight pickleball courts and <br />accessories at the City of Paris Sports Complex. He further explained that item 21 was the <br />construction contract which identified the scope of work for construction of eight pickleball <br />courts in the amount of $547,839.96. Mr. Harris said that the Paris Texas Pickleball would fund <br />the project with two payments to the City. <br />Council Member Putnam inquired about maintenance of the courts. Mr. Harris said the <br />only item might be restriping and the City had employees who could take care of that. Ms. Hays <br />said at some point they may need new windscreens because over time those become worn. <br />A Motion to approve this item was made by Council Member Savage and seconded by <br />Council Member Norment. <br />21. Discuss and act on an agreement with ProTech for construction of pickleball courts at <br />the Sports Complex. <br />
