MINUTES OF THE REGULAR MEETING FOR <br />TAX INCREMENT REINVESTMENT ZONE TIRZ) BOARD <br />PARIS, TEXAS <br />CITY COUNCIL CHAMBER 107 E. KAUFMAN ST PARIS TEXAS <br />THURSDAY APRIL 11 2024 <br />3:00 O'CLOCK P.M. <br />Members present: Cody Head, Chairman <br />Maureen Hammond, Brandon Bell, and Thomas <br />McMonigle <br />Absent: <br />Rob Vine <br />City Staff: Grayson Path, City Manager; Doug Harris, Assistant <br />City Manager; Skylar Unger, Deputy City Clerk; and <br />Cheri Bedford, Main Street Manager <br />1. Call meeting to order. <br />Chairman Cody Head called the meeting to order at 3:00 P.M. <br />2. Citizens' input. <br />No one came forward for citizens' input. <br />3. Approve minutes from the meeting on March 28, 2024. <br />A Motion to approve the minutes as presented was made by Ms. Hammond and seconded <br />by Brandon Bell. Motion carried 4 ayes — 0 nays. <br />4. Fill the offices of Vice Chair and Secretary for the Board. <br />Chairman Head read the description of Vice Chair from the Bylaws. Fire Chief, Thomas <br />McMonigle moved to nominate Rob Vine to serve as the Vice Chair and Brandon Bell <br />seconded. Motion Carried 4 ayes — 0 nays. Rob Vine was appointed to serve as Vice Chair. <br />Chairman Head read the description of Secretary from the Bylaws. Ms. Hammond asked <br />for clarification about whether the Secretary would be a board member, or a City staff <br />person. City Manager, Grayson Path clarified pursuant to state law the position should be <br />a board member, however his suggestion was for Deputy City Clerk Skylar Unger to <br />prepare the meeting minutes on behalf of the secretary and then communicate those to the <br />appointed Secretary for final review and editing. Mr. Path explained that this was just a <br />suggestion, and that the board could choose for the Secretary to prepare the minutes <br />themselves or choose to not have a Secretary at all. Ms. Hammond moved to nominate <br />Brandon Bell for the office of Secretary and Thomas McMonigle seconded. Motion carried <br />4 ayes — 0 nays. Brandon Bell was appointed to serve as Secretary. <br />
