MINUTES OF THE REGULAR MEETING FOR TAX INCREMENT REINVESTMENT ZONE TIRZ) BOARD PARIS, TEXAS CITY COUNCIL CHAMBER 107 E. KAUFMAN ST PARIS TEXAS THURSDAY APRIL 11 2024 3:00 O'CLOCK P.M. Members present: Cody Head, Chairman Maureen Hammond, Brandon Bell, and Thomas McMonigle Absent: Rob Vine City Staff: Grayson Path, City Manager; Doug Harris, Assistant City Manager; Skylar Unger, Deputy City Clerk; and Cheri Bedford, Main Street Manager 1. Call meeting to order. Chairman Cody Head called the meeting to order at 3:00 P.M. 2. Citizens' input. No one came forward for citizens' input. 3. Approve minutes from the meeting on March 28, 2024. A Motion to approve the minutes as presented was made by Ms. Hammond and seconded by Brandon Bell. Motion carried 4 ayes — 0 nays. 4. Fill the offices of Vice Chair and Secretary for the Board. Chairman Head read the description of Vice Chair from the Bylaws. Fire Chief, Thomas McMonigle moved to nominate Rob Vine to serve as the Vice Chair and Brandon Bell seconded. Motion Carried 4 ayes — 0 nays. Rob Vine was appointed to serve as Vice Chair. Chairman Head read the description of Secretary from the Bylaws. Ms. Hammond asked for clarification about whether the Secretary would be a board member, or a City staff person. City Manager, Grayson Path clarified pursuant to state law the position should be a board member, however his suggestion was for Deputy City Clerk Skylar Unger to prepare the meeting minutes on behalf of the secretary and then communicate those to the appointed Secretary for final review and editing. Mr. Path explained that this was just a suggestion, and that the board could choose for the Secretary to prepare the minutes themselves or choose to not have a Secretary at all. Ms. Hammond moved to nominate Brandon Bell for the office of Secretary and Thomas McMonigle seconded. Motion carried 4 ayes — 0 nays. Brandon Bell was appointed to serve as Secretary.
