Vine, Deputy City Manager SUBJECT: 5 -in -5 Housing In -Fill Program Moratorium Extension Request DATE: June 10, 2024 BACKGROUND: On March 11, 2024, the City Council approved a 90 -day moratorium on the 5 -in -5 Housing Infill Program to allow staff time to review the program and return to the City Council with appropriate amendments to the program. The 90 -day period, (ending on June 10, 2024), was expected to be enough time for staff to bring recommendations for changes to the program to the City Council after reviewing the Housing Assessment, which was expected to be completed in the month of April 2024, however, the final document was not completed until the end of May. STATUS OF ISSUE: The final draft of the Housing Assessment, consisting of over 70 pages of information, was received by City staff at the end of May and is currently being reviewed and analyzed with specific regard to the 5 -in -5 Housing Infill Program. The City has also recently hired a new Director of Planning and Community Development, Osei Amo-Mensah, who is being provided with information regarding the various functions of the Department and projects under his purview to include the Housing Infill Programs. Director Amo-Mensah has years of experience with other cities and may be able to provide insight and offer direction for needed amendments to the program. Staff is requesting a 60 -day extension on the moratorium to allow enough time to completely digest the information and recommendations in the Housing Assessment and work with the new Department Director on this project. A 60 -day extension on the moratorium would end on August Stn BUDGET: N/A OPTIONS: 1. Extend the moratorium on the 5 -in -5 Housing Infill Program for 60 days.
