Vine, Deputy City Manager <br />SUBJECT: 5 -in -5 Housing In -Fill Program Moratorium Extension Request <br />DATE: June 10, 2024 <br />BACKGROUND: On March 11, 2024, the City Council approved a 90 -day moratorium on the <br />5 -in -5 Housing Infill Program to allow staff time to review the program and return to the City <br />Council with appropriate amendments to the program. The 90 -day period, (ending on June 10, <br />2024), was expected to be enough time for staff to bring recommendations for changes to the <br />program to the City Council after reviewing the Housing Assessment, which was expected to be <br />completed in the month of April 2024, however, the final document was not completed until the <br />end of May. <br />STATUS OF ISSUE: <br />The final draft of the Housing Assessment, consisting of over 70 pages of information, was <br />received by City staff at the end of May and is currently being reviewed and analyzed with specific <br />regard to the 5 -in -5 Housing Infill Program. The City has also recently hired a new Director of <br />Planning and Community Development, Osei Amo-Mensah, who is being provided with <br />information regarding the various functions of the Department and projects under his purview to <br />include the Housing Infill Programs. Director Amo-Mensah has years of experience with other <br />cities and may be able to provide insight and offer direction for needed amendments to the <br />program. <br />Staff is requesting a 60 -day extension on the moratorium to allow enough time to completely digest <br />the information and recommendations in the Housing Assessment and work with the new <br />Department Director on this project. A 60 -day extension on the moratorium would end on August <br />Stn <br />BUDGET: N/A <br />OPTIONS: 1. Extend the moratorium on the 5 -in -5 Housing Infill Program for 60 days. <br />
