Item No. 14 <br />TO: Mayor, Mayor Pro Tem, City Council <br />Grayson Path, City Manager <br />FROM: Paul Strahan, Airport Manager <br />SUBJECT: TxDOT Airport Project Participation Agreement <br />DATE: June 10, 2024 <br />BACKGROUND: The City of Paris Airport has been working with TxDOT Aviation for <br />several years to develop a runway and taxiway rehabilitation project. There are many steps <br />involved with any capital project including but not limited to design, finalizing construction plans, <br />TxDOT approval, bid advertising, and bid award. This project has been in progress since 2019 and <br />was estimated by TxDOT at $3.4M. <br />STATUS OF ISSUE: Having completed the necessary design and bidding steps, including <br />awarding a bid to a qualified contractor, TxDOT requires a grant agreement to be in place for the <br />construction phase between the City of Paris and TxDOT. They have provided us with a due date <br />of June 13, 2024. Without this agreement in place, the rehabilitation project risks significant delay <br />or even cancellation. The attached agreement appears to be a standard State/Federal agreement <br />whereby the roles of both parties are established. In short, we retain ownership of the Airport, are <br />responsible for paying our portion of the costs (90/10 share), will maintain the airport after this <br />project as a working and viable airport in compliance with FAA regulations, will follow all federal <br />rules and regulations in this project, and TxDOT will oversee the project on our behalf. <br />BUDGET: The City Council has authorized the City's 10% match in previous meetings, which <br />is currently estimated at $347K. This amount has already been paid to TxDOT though City ARPA <br />funds. <br />RECOMMENDATION: Based on the City's previous commitments to this important project, <br />it is staff recommendation that we approve the TxDOT Airport Project Participation Agreement <br />for the City of Paris Airport runway and taxiway rehabilitation project and authorize the City <br />Manager to sign. <br />
