Regular Council Meeting <br />May 13, 2024 <br />Page 8 <br />Before further discussion, Mayor Pankaj asked for a Motion to remove this item from the <br />table. A Motion to remove the item from the table was made by Mayor Pro -Tem Savage and <br />seconded by Council Member Moore. Motion carried, 7 ayes — 0 nays. Mayor Pankaj said if <br />Council wished to move forward with a policy, he would like to get a nomination for a Council <br />Member to serve with he and the Mayor Pro -Tem. Mayor Pro -Tem Savage nominated Council <br />Member Norment to serve on the Committee. <br />A Motion to approve the policy with the Mayor, Mayor Pro -Tem and Council Member <br />Norment serving on the Committee was made by Council Member Kessel and seconded by <br />Council Member Putnam. Motion carried, 7 ayes — 0 nays. <br />25. Discuss and consider a draft amendment to the City's Zoning Ordinance Section 9 B-10- <br />111, "Use of Parking Areas," and request the Planning and Zoning Commission review <br />and consider making a recommendation to the City Council." <br />Mr. Path said off-street parking was regulated under the City's Zoning Ordinance, <br />Section 9B-10-11. He said as currently written, the Ordinance allowed parking of vehicles other <br />than semi -trucks be allowed in the side and/or rear yards of the residential property. Mr. Path <br />explained the intent of this Code was to maintain a neat and orderly look to the surrounding <br />neighborhood. He also said an issue not addressed was off-street parking in a vacant residential <br />lot and/or an improved and unsurfaced vacant non-residential lot. Mr. Path reported that the <br />Police Department and Code Enforcement Departments continue to receive complaints about <br />vehicles across town parked in such vacant lots. <br />Council Member Norment, Mayor Pro -Tem Savage and Mayor Pankaj said they <br />supported this amendment. Mr. Path said he would send it to the Planning and Zoning <br />Commission for review and referral back to City Council. <br />26. Consider and approve future events for City Council and/or City Staff pursuant to <br />Resolution No. 2004-081. <br />Mayor Pro -Tem Savage requested that the City Attorney give a short presentation for the <br />benefit of citizens and City Council as to what the Council does, is allowed to do, and expected <br />to do according to the Charter because they just took an Oath to operate in accordance with the <br />Charter. He also requested that the presentation specifically point out that this governing body, <br />which was made up of the whole Council, direct the city Manager and the City Manager directs <br />the Staff, and things of that nature. Mayor Pro -Tem Savage said they had a new Council Member <br />and that when Council Members Norment and Kessel came on, that they did not get any kind of <br />training. He said that Council gets a lot of calls from citizens. He also said this would give <br />citizens the opportunity to understand what the Council legally could and could not do. <br />
