MINUTES OF THE SPECIAL CITY COUNCIL MEETING <br />OF THE CITY OF PARIS, TEXAS <br />May 28, 2024 <br />The City Council of the City of Paris met for a special session at 5:30 p.m. on Tuesday, <br />May 28, 2024, at the City Council Chamber, 107 E. Kaufman, Paris, Texas. <br />Present: <br />Absent: <br />Mayor: Mihir Pankaj <br />Council Members: Rebecca Norment, Alix Putnam and Rudy Kessel <br />City Staff: Grayson Path, City Manager; Rob Vine, Deputy <br />City Manager; Doug Harris, Assistant City <br />Manager; Janice Ellis, City Clerk; Sandy Collard, <br />HR Director; and Clyde Crews, Fire Marshal <br />Mayor Pro -Tem: <br />Council Member: <br />1. Call meeting to order. <br />Gary Savage <br />Shatara Moore <br />Mayor Pankaj called the meeting to order at 5:30 p.m. <br />2. Citizens' Forum. <br />No one spoke during Citizens' Forum. <br />3. Discuss and act on RESOLUTION NO. 2024-028: A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, APPROVING OSEI AMO-MENSAH <br />AS THE DIRECTOR OF PLANNING AND COMMUNITY DEVELOPMENT AS <br />RECOMMENDED BY THE CITY MANAGER IN CONFORMANCE WITH <br />SECTION 21 OF THE CITY CHARTER; MAKING OTHER FINDINGS AND <br />PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE <br />DATE. <br />City Manager Grayson Path said that the Director of Planning and Community <br />Development position had been vacant since October 2023. He also said that he, the Deputy <br />City Manager and the HR Director served as the Interview Team, and ultimately contracted with <br />SGR Executive Recruitment to issue a more targeted search across the Nation. Mr. Path reported <br />they interviewed four individuals and that he was pleased to introduce Osei Amo-Mensah. <br />Mr. Mensah answered questions from Council Member Putnam. Mayor Pankaj <br />expressed excitement about the hiring of Mr. Mensah. <br />A Motion to approve this item was made by Council Member Kessel and seconded by <br />Council Member Norment. Motion carried, 4 ayes — 0 nays. <br />
