Regular Council Meeting <br />June 10, 2024 <br />Page 4 <br />to be in the City Clerk's Office by June 28th at noon, with a special meeting on July 2, 2024 at <br />5:30 p.m. for the purpose of interviewing and selecting a new Council Member. Mayor Pankaj <br />expressed concern about selecting board members prior to seating the new Council Member. <br />Ms. Ellis said they could defer the appointments to a later date. <br />Following additional discussion, a Motion to accept applications for the vacant Council <br />seat, making a deadline of June 28th at noon to receive same, scheduling a special meeting on <br />July 2nd at 5:30 p.m. for the purpose of interviewing and selecting a new Council Member to fill <br />the vacant seat, and deferring the board appointments to July 81h was made by Council Member <br />Norment and seconded by Council Member Moore. Motion carried, 5 ayes — 0 nays. <br />12. Discuss and act on extending the Moratorium for the 5 -In -5 Housing In -Fill Development <br />Program for an additional 60 days. <br />Deputy City Manager Robert Vine said on March 11, 2024, City Council approved a 90 - <br />day moratorium on the 5 -in -5 Housing Infill Program to allow staff time to review the program <br />and return to the City Council with appropriate amendments. He also said the 90 -day period <br />ending on June 10` was expected to be enough time for staff to bring recommendations for <br />changes to the program to City Council after reviewing the Housing Assessment which was <br />expected to be completed in the month of April, but the final document was not completed until <br />the end of May. Mr. Vine said staff was requesting a 60 -day extension on the moratorium to <br />allow enough time to review and digest the information and recommendations in the Housing <br />Assessment with the new Department Director on this project. <br />A Motion to approve this item was made by Council Member Putnam and seconded by <br />Council Member Norment. Motion carried, 5 ayes — 0 nays. <br />13. Receive presentation, discuss and act on ORDINANCE NO. 2024-018: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />AMENDING APPENDIX A, SECTION A10.004, "SEWER RATES FOR <br />CUSTOMERS USING CITY WATER," OF THE CODE OF ORDINANCES OF THE <br />CITY OF PARIS, TEXAS TO REFLECT CHANGES RECOMMENDED BY THE <br />CITY'S RATE CONSULTANT; PROVIDING A REPEALER CLAUSE, A <br />SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A PENALTY CLAUSE; AND <br />PROVIDING FOR AN EFFECTIVE DATE. <br />Chris Ekrut of NewGen Strategies & Solutions, LLC gave an overview of the 2024 Water <br />& Wastewater Cost of Service Study. He reported per agreements with contract treated water <br />customers, the City must perform an annual cost and those rates were set per the study and <br />amended annually. He explained that the contract treated water customers' rates were based on <br />the City's FY 2022-23 actual expenditures and retail customers' rates were based on the City's <br />FY 2023-24 budget. Mr. Ekrut reviewed prior increases in wastewater rates and stated the next <br />increase was scheduled for October 2025. He reported that funds were sufficient to satisfy the <br />Rate Maintenance Policy's interest and Sinking Fund, Reserve Fund, and Contingency Fund <br />requirements. He said no increase in water rates was needed. He recommended continued <br />wastewater rate increases as detailed within the City's currently adopted wastewater ordinance. <br />
