MemorandumItem No. 13 <br />TO: Mayor, Mayor Pro -Tem & City Council <br />Interim City Manager, Rob Vine <br />FROM: Osei Amo-Mensah, Director of Planning & Community Development <br />SUBJECT: Conduct a public hearing to consider and take action regarding the petition of <br />Steven Smith for a Comprehensive Plan Amendment from Medium Density <br />Residential (MDR) to High Density Residential (HDR) in the A208 E Crow Survey, <br />Part of Tract 28, LCAD 51027, located in the 4300 Block of Pine Mill Rd. <br />DATE: July 22, 2024 <br />BACKGROUND: Steven Smith is seeking a minor amendment to the Comprehensive Plan to <br />provide for a higher density use of the property located in the 4300 Block of Pine Mill Rd. This is a <br />6.38 -acre tract that is currently vacant. Also, on this agenda (Item 5) is a zoning change request. <br />STATUS OF ISSUE: The site is on the south side of Pine Mill RD between 42"d and 46th street and <br />is currently guided for Medium Density Residential. The land use to the north and across Pine Mill <br />RD is SF -2. The land use to the east is zoned MF -2 with the development of duplexes and quads. <br />Good access and connection to utilities are available at this location. Continuation of multifamily <br />development in this location will provide additional housing while maintaining neighborhood <br />conformity and will serve the immediate and long-term needs of the community. Staff is in support <br />of this minor amendment to High Density Residential. <br />The Planning & Zoning Commission recommended approval of the amendment at its July 15, <br />2024, meeting. Motion carried, 5 ayes — 0 nays <br />BUDGET: There are no significant budgetary implications due to this amendment. <br />RECOMMENDATION: Approve of the Comprehensive Plan Amendment from Medium Density <br />Residential to High Density Residential. <br />Page 1 of 1 <br />
