MemorandumItem No. 14 <br />TO: Mayor, Mayor Pro -Tem & City Council <br />Interim City Manager, Rob Vine <br />FROM: Osei Amo-Mensah, Director of Planning & Community Development <br />SUBJECT: Conduct a public hearing to consider and take action regarding the petition of <br />Steven Smith for a zoning change from an Agricultural District (A) to a <br />Multiple -Family Dwelling District No.2 (MF2) in the A208 E Crow Survey, Part <br />of Tract 28, LCAD 51027, located in the 4300 Block of Pine Mill Rd. <br />DATE: July 22, 2024 <br />BACKGROUND: Steven Smith is requesting a zoning change from A to MF -4. The subject <br />property is a 6.38 -acre tract on the south side of Pine Mill RD between 42nd & 46`h streets. The <br />property is being re -guided from Medium Density Residential to High Density Residential in support <br />of this zoning change (Agenda Item 4). Therefore, this zoning action will be in accordance with the <br />city's comprehensive plan. <br />STATUS OF ISSUE: <br />• The land to the West (to 42"d St) is zoned MF -2, is guided for Medium Density Residential <br />and is currently developed with duplexes and quads. <br />• The land to the East (to 461" St) is zoned Agriculture, is guided for Medium Density <br />Residential and is partially developed with some single-family homes. <br />• The land to the North and across the street is zoned SF -2, is guided for Low Density <br />Residential and is currently developed with single-family homes. <br />• The land directly to the South is zoned Agriculture, is guided for Low Density Residential <br />and is partially developed with some single-family homes. <br />Given the location of this area with current existing neighborhood development; staff believe this <br />area is well situated for the continuation of muti-family development. This would allow for <br />neighborhood conformity of this block. All improvements to the lot shall conform to the standards <br />required by the City of Paris. <br />Staff have not received any input forms in support of or against the zoning change from property <br />owners within 200 -ft of the subject property. <br />The Planning & Zoning Commission recommended approval of the zoning change at its July 15, <br />2024, meeting.
