Memorandum Item No. 15 <br />TO: Mayor, Mayor Pro -Tem & City Council <br />Interim City Manager, Rob Vine <br />FROM: Osei Amo-Mensah, Director of Planning & Community Development <br />SUBJECT: Conduct a public hearing to consider and take action regarding the petition of <br />the Crist & Elizabeth Pshigoda Foundation for a Planned Development site <br />plan amendment in the Pshigoda South Addition, Block A, Lot 2, LCAD 18688, <br />located in the 3500 Block of Clarksville Street. <br />DATE: July 22, 2024 <br />BACKGROUND: The Planned Development was created in 1991 by ordinance 91-024. This <br />planned development is a housing district (PD -b) which does not address carports. The owner and <br />tenants would be seeking to install carports to help protect vehicles with the following standards: <br />• Carports shall be steel box frame designed w flat/shed roof. <br />• Gutters shall be installed and discharged to stormwater at grade. <br />• Carports shall match the primary structure. <br />• Carports shall be either 20'x 24' or 20'x 48' <br />STATUS OF ISSUE: Other zoning districts with like developments have carports <br />installed. Adding carports with design standards will not negatively affect the surrounding <br />community. <br />The Planning & Zoning Commission recommended approval of the Planned <br />Development District (PD) site Plan amendment at its July 15, 2024, meeting. Motion <br />carried, 5 ayes — 0 nays. <br />BUDGET: <br />There are no significant budgetary implications due to this amendment. <br />RECOMMENDATION: Approve the amendment to add carports to this Planned Development <br />District (PD) with the minimum design standards. <br />Page 1 of 1 <br />
