Memorandum Item No. 15 TO: Mayor, Mayor Pro -Tem & City Council Interim City Manager, Rob Vine FROM: Osei Amo-Mensah, Director of Planning & Community Development SUBJECT: Conduct a public hearing to consider and take action regarding the petition of the Crist & Elizabeth Pshigoda Foundation for a Planned Development site plan amendment in the Pshigoda South Addition, Block A, Lot 2, LCAD 18688, located in the 3500 Block of Clarksville Street. DATE: July 22, 2024 BACKGROUND: The Planned Development was created in 1991 by ordinance 91-024. This planned development is a housing district (PD -b) which does not address carports. The owner and tenants would be seeking to install carports to help protect vehicles with the following standards: • Carports shall be steel box frame designed w flat/shed roof. • Gutters shall be installed and discharged to stormwater at grade. • Carports shall match the primary structure. • Carports shall be either 20'x 24' or 20'x 48' STATUS OF ISSUE: Other zoning districts with like developments have carports installed. Adding carports with design standards will not negatively affect the surrounding community. The Planning & Zoning Commission recommended approval of the Planned Development District (PD) site Plan amendment at its July 15, 2024, meeting. Motion carried, 5 ayes — 0 nays. BUDGET: There are no significant budgetary implications due to this amendment. RECOMMENDATION: Approve the amendment to add carports to this Planned Development District (PD) with the minimum design standards. Page 1 of 1
