Item No. 8 <br />f <br />TO: Mayor, Mayor Pro -Tem & City Council <br />Rob Vine, Interim City Manager <br />FROM: Todd Mittge, City Engineer <br />SUBJECT: TxDOT Transportation Alternatives — <br />City of Paris (TA Program) — 1St Street SW Bike Lanes <br />DATE: August 26, 2024 <br />BACKGROUND: In December of 2022, Texas Department of Transportation (TxDOT) sent out <br />a call for applications for Transportation Alternatives Set -Aside (TASA) projects throughout the <br />state of Texas. Any local agency can apply for funding for sidewalk projects, bike lanes, shared <br />use paths, or other projects not primarily related to motor vehicles. The City of Paris applied for <br />an on -system bike lane project along 1St Street SW from Hearne Avenue to Kaufman Street. For <br />final selection, TxDOT compared projects between local agencies statewide and gauged several <br />factors before projects were funded. <br />As presented to TxDOT, "If this project is selected, 5' bike lanes will be placed on existing <br />pavement northbound and southbound using durable thermoplastic material (similar to the material <br />used to make thick crosswalk lines) and have vertical delineators between the bike and traffic <br />portion of the roadway. No new pavement will be constructed. These proposed bike lanes will <br />connect to the Northeast Texas Trail (NETT) at Hearne Avenue, providing cyclists a safe route <br />from the NETT to Historic Downtown Paris." This project was included as a recommendation in <br />the Toole Group memo to the city in 2019. A resolution from the City Council was passed on May <br />8, 2023, showing support for this project. <br />Through two rounds of review, this project was selected on November 2, 2023. Out of a total of <br />465 applications, received by 304 entities in our state, with funding requests over $1.7 Billion, we <br />were one of 83 projects selected, valued at $345 Million. <br />STATUS OF ISSUE: <br />This is an 80%/20% cost share. The Federal fund portion was awarded at $409,751. The City <br />portion is $102,438. <br />
