ORDINANCE NO.
<br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
<br />ADOPTING A BUDGET FOR THE ENSUING FISCAL PERIOD BEGINNING
<br />OCTOBER 1, 2024 AND ENDING SEPTEMBER 30, 2025 IN ACCORDANCE
<br />WITH THE CHARTER OF THE CITY OF PARIS; APPROPRIATING THE
<br />VARIOUS AMOUNTS THEREOF; MAKING OTHER FINDINGS AND
<br />PROVISIONS RELATED TO THE SUBJECT; PROVIDING A REPEALER CLAUSE,
<br />A SEVERABILITY CLAUSE, A SAVINGS CLAUSE; AND PROVIDING AN
<br />EFFECTIVE DATE.
<br />WHEREAS, the Interim City Manager of the City of Paris has submitted to the City
<br />Council a proposed budget of the revenues of the City and the expenses of conducting the
<br />affairs thereof and providing a complete financial plan for the ensuing fiscal period, beginning
<br />October 1, 2024, and ending September 30, 2025, and which said proposed budget has been
<br />compiled from detailed information obtained from the several departments, divisions, and
<br />offices of the City; and,
<br />WHEREAS, the City Council has received the Interim City Manager's proposed budget, a
<br />copy of which proposed budget and all supporting schedules has been on file with the City
<br />Clerk of the City of Paris, since August 12, 2024; and,
<br />WHEREAS, a public hearing was held on September 9, 2024 on the annual budget for
<br />the City of Paris, Texas for Fiscal Year 2024-2025 to allow proponents and opponents of the
<br />Budget an opportunity to be heard as required by Article V, Section 48, of the Charter of the
<br />City of Paris, Texas, and in accordance with Section 102.006(a) of the Local Government Code
<br />of the State of Texas, and the City Council is of the opinion that said proposed budget, should
<br />be approved and adopted;
<br />NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
<br />PARIS, TEXAS:
<br />Section 1. That the findings set out in the preamble to this ordinance are hereby in all
<br />things approved and incorporated herein for all purposes.
<br />Section 2. That the proposed budget of the revenues of the City of Paris and the
<br />expenses of conducting the affairs thereof, providing a complete financial plan for the ensuing
<br />fiscal period beginning October 1, 2024, and ending September 30,202S, as submitted to the
<br />City Council by the Interim City Manager and as amended by the City Council, be, and the same
<br />is in all things, approved, adopted, and incorporated herein by reference for all purposes as the
<br />budget of all of the current expenses as well as the fixed charges against the City for the fiscal
<br />period beginning October 1, 2024, and ending September 30, 2025.
<br />Section 3. That the sum of $35,833,869.00 is hereby appropriated out of the General
<br />Fund for the payment of operating expenses and capital outlay of the City Government as
<br />follows:
