MINUTES OF THE PLANNING & ZONING COMMISSION MEETING <br />OF THE CITY OF PARIS, TEXAS <br />AUGUST 05, 2024 <br />The Planning & Zoning Commission of the City of Paris.held a regular meeting at 5:30 p.m. in the <br />City Hall, Council Chambers, 107 East Kaufman, Paris, Texas. <br />Board Members Present: Adam Bolton, Chance Abbott, Clifton Fendley, Tylesha <br />Ross -Mosley, Larry Walker, Robert Spain, Chad Lindsey <br />City Representatives: Osei Amo-Mensah, Director Planning & Community <br />Development; Triniti Frazier, Community Development <br />Coordinator, Steve Hodges, Engineer Tech; Clyde Crews, <br />Fire Marshal; Stephanie Harris, City Attorney; Robert Vine, <br />Interim City Manager <br />Board Member(s) Absent: NIA <br />1. Chairman Clifton Fendley call the meeting to order at 5:30p.m. <br />2. Citizens' forum. <br />(Persons desiring to address the Planning and Zoning Commission must limit their presentation to no more than two <br />minutes. Unless an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Commission from <br />responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person <br />with specific factual information. Claims against the City, Council Members, or employees, as well as individual personal <br />appeals are not appropriate for the citizens' forum.) <br />The citizens' forum was declared open. <br />3. Approve minutes from the meeting of July 15, 2024. <br />A Motion to approve the minutes was made by Board Member Adam Bolton and seconded <br />by Board Member Chance Abbott. Motion carried, 7 ayes — 0 nays. <br />4. Conduct a public hearing to consider and take action regarding the petition of Deanna Griffin <br />on behalf of Nathan Bell Property Management & Rentals, LLC in conjunction with TM&D <br />LLC for a Specific Use Permit (SUP) Mixed Use in a Neighborhood Service District (NS), in <br />the Simpson Place Addition, Lot 1, LCAD 17543, located at 2031 Clarksville Street. <br />Mr. Amo-Mensah presented this item stating that the applicant is seeking a SUP to operate a <br />business part-time with tenant use of the property as temporary housing. The property owner <br />has granted the applicant permission to occupy the property for live/work subject to City <br />approval. The current zoning is Neighborhood Service, and the property has been used for <br />various businesses. Building and Fire staff have worked with the applicant to meet the <br />requirements of the Building and Fire codes in reference to the live/work SUP application. <br />One input form was received in favor of the use. Staff recommends approval with the <br />
