Building and Standards Meeting <br />August 19, 2024 <br />Page 2 <br />B. 910 W Cherry; City of Paris, Block 83, Lot 36 <br />Owner: Celestine Thomas; C/O Rita Dixon; 8700 Stonebrooke Parkway, Box 1996, <br />Frisco, TX 75034 <br />Robert Talley stated that the back of structure is separating and there is missing and <br />deteriorated wood throughout structure. The roof is damaged. Parts of the ceiling and <br />roof joints are falling. Structure is sinking and bowing. The fence on the back of <br />property is broken. There is also a fallen tree on the property. <br />There was discussion amongst the board, Mrs. Rita Dixon, and Robert Talley <br />regarding heirship, the value of the property, and the timeline she will need to sell this <br />property. <br />Robert Talley's recommendation: Declare a nuisance, removal of fallen tree, <br />repair fence, and secure the structure within 14 days, or city has a right to do so. <br />Demolition of structure within 30 days or city has the right to do so. <br />Motion made by Kim Walker, seconded by Chris Dux, to repair fence, secure <br />structure and remove fallen tree within 14 days, or the city has the right to do so. Also <br />to come back before the commission in 90 days for an update. Motion carried <br />unanimously. 6-0 <br />J. 2605 W Houston; Sperry's 3rd Addition, Block 1, Lot 8 <br />Owner: Frank Eugene Middleton Jr; Guy Edward Middleton & Patricia Wortham, <br />2605 W Houston, Paris, TX 75460 <br />Robert Talley stated that there has been no contact with the owner. There is a <br />gentleman named Craig Reynolds who is living on a camper on the vacant lot. There <br />is junk and rubbish such as tires, sheet metal litter and trash, lumber, buckets and <br />other scattered items on property. There is also a porch that was built for the camper <br />on the property as well. <br />Mr. Reynolds, was present to speak on behalf of the property. He stated he pays rent <br />to a Mr. Gaither who says he is related to the owner. Mr. Talley explained to them <br />that they can only live in a camper two weeks out of the year if they are working on <br />the structure, which the property in question is a vacant lot. There was discussion <br />amongst the board, Robert Talley, and Mr. Craig Reynolds regarding the ownership, <br />city permits, and legality of living in a camper inside city limits. <br />Robert Talley's recommendation: Declare a nuisance, removal of camper and <br />vacating property within 30 days, or city has the right to do so, and removal of junk <br />and rubbish within 30 days, or city has the right to do so. <br />Motion made by Chris Fitzgerald, seconded by Chris Dux, to follow staff <br />recommendation. Motion carried unanimously. 6-0 <br />
