Item No. 19 <br />Memorandum <br />TO: Mayor, Mayor Pro -Tem & City Council <br />Robert Vine, Interim City Manager <br />FROM: Paul Strahan, Airport Manager/FBO Operator <br />SUBJECT: Agreement between the City of Paris and LT Wings, LLC for construction of <br />an access road to accommodate new private hangars at Cox Field Airport <br />DATE: September 23, 2024 <br />BACKGROUND: LT Wings, LLC, is proposing the construction of multiple private hangars at <br />Cox Field Airport. Prior to beginning construction of these hangars, it is a necessity to have an <br />access road built. <br />STATUS OF ISSUE: Due to FAA / TXDOT current availability of funding, the airport will not <br />be able to construct a project like this for years into the future. The proposal made by LT Wings, <br />LLC. Includes covering the entire cost of this project in order to be able to construct multiple <br />hangars and the necessary access roads <br />The agreement before you outlines the construction of an access road to be constructed at Cox <br />Field Airport, which will be funded by LT Wings, LLC which will be transferred to the City of <br />Paris upon completion. Once the project is complete and the City accepts it, the City will maintain <br />the access road. <br />BUDGET: While this project is not funded by the City, city staff will be utilized to install utility <br />lines and fire hydrants for this project. It should be noted that this project will generate future <br />revenue for the airport with ground leases and potential fuel sales. <br />RECOMMENDATION: Authorize the Interim City Manager to execute an agreement with LT <br />Wings for construction of an access road, to be funded by LT Wings, LLC. <br />
