RESOLUTION NO. 2024-047 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS <br />REPEALING RESOLUTION NOS. 2023-013 WHICH AUTHORIZED THE PARIS <br />POLICE DEPARTMENT TO PAY A HIRING INCENTIVE OF $10,000.00 TO <br />NEWLY HIRED PARIS POLICE OFFICERS; MAKING OTHER FINDINGS AND <br />PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE <br />DATE. <br />WHEREAS, it is in the best interest of the citizens of Paris to have and maintain a fully <br />staffed Police Department; and <br />WHEREAS, by Resolution No. 2018-017, City Council, in recognition of chronic <br />staffing shortages at the Paris Police Department ("the Department) authorized the <br />Department to pay a hiring incentive of $5,000.00 to newly hired officers who are already <br />certified as peace officers by the Texas Commission of Law Enforcement ("TCOLE"); and <br />WHEREAS, in February of 2023, the City Council approved Resolution No. 2023-013 <br />authorizing an increase in the hiring incentive to $10,000.00 and extended to all new hires; <br />and <br />WHEREAS, since that time, the Department has continued to experience chronic and <br />long-term staffing declines; and <br />WHEREAS, other nationwide recruiting efforts have proven insufficient to achieve <br />full staffing within the Department; and <br />WHEREAS, to increase hiring and retention of police officers, the City Council <br />approved, as a part of the Fiscal Year 2024-2025 budget, a substantial increase from <br />$56,000.00 to $70,000.00 in starting pay for new officers; and <br />WHEREAS, given that the salary increase is greater than the current signing bonus, <br />that it is an ongoing benefit rather than a one-time payment, and that it is accompanied by <br />an increase in service credits related to the Texas Municipal Retirement System, the City <br />Council finds that it is in the best interest of the citizens of Paris to repeal the $10,000.00 <br />hiring incentive approved in Resolution No. 2023-013. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />PARIS, TEXAS, THAT: <br />Section 1. That the findings set out in the preamble to this resolution are hereby in <br />all things approved and are incorporated herein by reference. <br />Section 2. That the City Council of the City of Paris hereby repeals Resolution No. <br />2023-013. <br />
