to Zoning Ordinance No. 1710 and the Code of Ordinances, and having considered the recommendation of the Planning and Zoning Commission and the testimony and evidence introduced at said public hearing, found and determined that approving the aforesaid amendments would be consistent with Zoning Ordinance No. 1710 and the City Code of Ordinances, and in the best interests of the public health, safety, and welfare of the citizens of the City of Paris by a vote of ? ayes and 0 nays. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: Section 1. That the findings set out in the preamble to this ordinance are hereby in all things approved and are incorporated herein for all purposes. Section 2. That City of Paris Zoning Ordinance No. 1710 Sec. 8-107, "Commercial & Service Uses," shall be amended to add "Shooting Range—Indoor" as a permitted use (P) in the Light Industrial (LI) and Heavy Industrial (HI) zoning districts and further allowed in the Agricultural (A), Commercial (C), and Public Lands & Institutions (PLI) zoning districts with a Specific Use Permit (S). Said addition shall be inserted between "Self-Storage/Mini Warehouse" and "Trailer Rental or Sales." Section 3. That City of Paris Zoning Ordinance No. 1710 Sec. 8-108, "Industrial Uses," shall be amended to add "Recycling Processing Facility' and "Recycling Transfer Station" as allowable with a Specific Use Permit (S) in the Light Industrial (LI) and Heavy Industrial (HI) zoning districts, and said addition shall be inserted between "Railroad Team Track, Freight Depot and Docks" and "Scientific and Research Laboratories." Section 4. That Section 8-201 of Zoning Ordinance No. 1710 is hereby amended to add the following new definitions, numbered as set forth herein, with existing definitions renumbered accordingly: "67. Recycling Processing Facility—A building or enclosed space for the collection and processing of recyclable materials. "Processing" means the preparation of material for efficient shipment, or to an end user's specifications, by such means as baling, briquetting, compacting, flattening, grinding, crushing, shredding, mechanical sorting, cleaning, and re -manufacturing. Processing facilities include light processing facilities and heavy processing facilities. "68. Recycling Transfer Station—A facility that receives recyclable materials, typically from small collection facilities and commercial vehicles for the purpose of storing, handling, batching and baling, or sorting prior to transferring to another facility. Such a facility may be involved with recycling -related collection activities not allowed at small collection facilities." PA
