Item No. 14 <br />Memorandum <br />TO: Mayor, Mayor Pro -Tem & City Council <br />FROM: Janice Ellis, City Clerk <br />SUBJECT: ATTENDANCE OF CITY COUNCIL MEMBERS AT COUNCIL <br />MEETINGS <br />DATE: November 12, 2024 <br />BACKGROUND: At the request of Mayor Pro -Tem Savage, an item was placed on the October <br />28 City Council agenda pertaining to attendance of City Council Members at Council meetings. <br />Pursuant to Section 15 of the City Charter, Mayor Pro -Tem Savage specifically inquired as to <br />interpretation of the attendance requirement because it was not defined. <br />STATUS OF ISSUE: City Staff presented to City Council several options they could consider for <br />creation of a policy. Following discussion, it was a consensus of City Council to not create a formal <br />policy but to define "excused absences" and do so by a minute order. <br />It was a consensus of City Council that: <br />1. Absences would pertain only to regular City Council meetings <br />2. Excused absences included being absent due to illness, family illness, work, and vacation <br />3. Council Members are to notify the City Clerk's Office when they are going to be absent, <br />the City Clerk will notify the entire City Council and keep track of all absences and the <br />reason. When a Council Member has three unexcused absences, the City Clerk's Office <br />shall notify the Council Member. <br />BUDGET: N/A <br />RECOMMENDATION: Approve as written or make changes to items 1-3 above. <br />
