MINUTES OF THE REGULAR MEETING FOR <br />TAX INCREMENT REINVESTMENT ZONE (TIRZ) BOARD <br />PARIS, TEXAS <br />CITY COUNCIL CHAMBER, 107 E. KAUFMAN ST, PARIS TEXAS <br />THURSDAY, OCTOBER 10, 2024 <br />4:00 O'CLOCK P.M. <br />Members present: Cody Head, Chairman; Miles Mathieu, Vice -Chairman; Thomas <br />McMonigle, Secretary; Maureen Hammond, Reeves Hayter, Pam <br />Norwood, and Dillon Cecil <br />City Staff- Osei Arno-Mensah, Director of Planning and Community <br />Development; Skylar Unger, Deputy City Clerk; and Cheri Bedford, <br />Main Street Coordinator <br />1. Call meeting to order. <br />Chairman Head called the meeting to order at 4:00 P.M. <br />2. Citizens' input. <br />No one came forward during citizens' input. <br />Chairman Head thanked Mr. Mathieu and the rest of the Board for covering last month's meeting in his <br />absence. <br />3. Approve minutes from the meeting on September 12, 2024. <br />A Motion to approve the minutes as presented was made by Ms. Hammond and seconded by Mr, <br />Mathieu. Motion carried 7 ayes — 0 nays. <br />4. Formally approve revised Bylaws for the Board of Directors. <br />A Motion to approve the revised Bylaws for the Board of Directors was made by Mr. Hayter and <br />seconded by Ms. Norwood. Motion carried 7 ayes — 0 nays. <br />Approve Agreement with Forked Pine Consulting to assist the Board with strategies for reviewing and <br />possibly amending the Project and Financing Plans for TIRZ No. 1. <br />Chairman Head stated that Mr. Arno-Mensah had sent out a memo outlining two options: Option 1, in <br />which the TIRZ Board would instruct the City Attorney to enter into a consulting agreement with Forked <br />Pine Consulting to assist in reviewing and possibly amending the Project and Financing Plans for TIRZ <br />(No. 1); and Option 2, where the Board may reject the consulting agreement and pursue a different or <br />revised agreement. Mr. Mathieu requested clarification on the description of consulting services, <br />particularly concerning the phases outlined in Exhibit "A." He also inquired about who would be <br />responsible for maintaining the referenced spreadsheets and documents. Chairman Head explained that <br />part of the Consultant's role is to educate City staff on maintaining these documents after the consultants <br />have completed their work. Mr. Arno-Mensah agreed with Chairman Head's explanation. <br />Mr. Hayter raised a concern about the payment structure, stating that he believed it would be poor public <br />policy to pay the full amount upfront before any services had been rendered.
