Recognizing <br />deficiencies, the City had unsuccessfully sought funding for drainage <br />improvements for years. The channel's vulnerability was tested during <br />Hurricane Harvey when rapid debris accumulation on existing bar <br />screens prevented water flow into the diversion channel and resulted in <br />extensive flooding. <br />GrantWorks assisted with the scope of work development and prepar- <br />ing the application for this project. Phase I of this project included de- <br />veloping a finalized engineering design, hydraulic study, environmental <br />consultation, and an updating BCA, as well as designing the storm sys- <br />tem improvements on the Cottonwood Diversion Channel and outflow <br />facilities. Phase 11 of the project consists of constructing the automatic <br />bar screen cleaner and flap gates. <br />The project helps mitigate the increased risk of flooding to streets,res- <br />idences, and critical facilities in the area. The most important chal- <br />lenge faced with this project stemmed from available program funding <br />and the scope of work modifications that resulted from an upstream <br />CDBG-DR project. The HMGP project design and construction were <br />contingent upon completing and reviewing the proposed CDBG-DR <br />effort.
