<br />As a Claims Adjuster, Blair's primary responsibilities were investigating property claims,
<br />auto, general liability, and workers' compensation claims. He was tasked with writing esti-

<br />Blair was responsible for creating, developing, and implementing the Hazard Mitigation Grant Program
<br />inspecion process for Hurricane Katrina/Rita. He supervised State of Louisiana employees and sub-
<br />contractor support staff related to the completion of inspection reports, file management, and review.
<br />OCD -DRU tasked his team with over 17,000 home elevation inspections. These inspections ranged from
<br />initial, midpoint, and final inspections. The Inspection Team Monitor was a technical advisor and liaison
<br />between mitigation analysts, applicants, and contractors.

<br />Blair used his knowledge of the grant application process and the administration of funding for the Com-
<br />munity Development Block Grants (CDBG) and the Hazard Mitigation Grant Program (HMGP) to assist the
<br />Louisiana Office of Community Development. He developed and reviewed technical approach documen-
<br />tation, which detailed in sequential order, how IEM intended to run a portion of the Road Home Elevation
<br />Incentive Program. He provided application development, grant award calculations, QA/QC for Additional
<br />Compensation Grants, and Elevation Incentive Awards based on LMI calculations and BFE/ABFE determi-
<br />nations.
