MINUTES OF THE PLANNING & ZONING COMMISSION MEETING <br />OF THE CITY OF PARIS, TEXAS <br />OCTOBER 07, 2024 <br />The Planning & Zoning Commission of the City of Paris held a regular meeting at 5:30 p.m. in the <br />City Hall, Council Chambers, 107 East Kaufman, Paris, Texas. <br />Board Members Present: Clifton Fendley, Chance Abbott, Larry Walker, Robert <br />Spain, Chad Lindsey, Adam Bolton <br />City Representatives: Osei Amo-Mensah, Director Planning & Community <br />Development; Triniti Frazier, Planning Technician; Todd <br />Mittge, City Engineer; Clyde Crews, Fire Marshal; <br />Stephanie Harris, City Attorney; Rudy Kessel, City Council <br />Liaison <br />Board Member(s) Absent: N/A <br />1. Chairman Clifton Fendley called the meeting to order at 5:30p.m. <br />2. Citizens' forum. <br />(Persons desiring to address the Planning and Zoning Commission must limit their presentation to no more than two <br />minutes. Unless an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Commission from <br />responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person <br />with specific factual information. Claims against the City, Council Members, or employees, as well as individual personal <br />appeals are not appropriate for the citizens' forum.) <br />The citizens' forum was declared open. With no one speaking the citizens' forum was <br />declared closed. <br />Approve minutes from the meeting of September 05, 2024, <br />A Motion to approve the minutes was made by Board Member Robert Spain and seconded <br />by Board Member Adam Bolton. Motion carried, 6 ayes — 0 nays. <br />4. Conduct a public hearing to consider and take action regarding the petition of Ashfaq and <br />Alefia Tapia on behalf of Lynn Van Swearengen for a zoning change from an Agricultural <br />District (A) to a General Retail District (GR) in the City of Paris, Block 319, Lot 2, A7 W <br />Askins Survey & Al 003 H Williams Survey, FM 195, acres .798, LCAD 50167 and Oak <br />Creek #1, Block B, Lot PT of 1, A7 W Askins Survey & Al 003 H Williams Survey, FM <br />195, acres 1.122, LCAD 104799. <br />Osei Amo-Mensah, Director of Planning & Community Development states the <br />applicants are requesting rezoning for two adjoining lots. The property combined is 1.92 <br />
