Memorand'um <br />Agenda Item No. 14 <br />TO: Mayor, Mayor Pro -Tem and City Council <br />Robert Vine, Interim City Manager <br />FROM: Osei Amo-Mensah, Director Planning and Community Development <br />SUBJECT: Conduct a public hearing to consider and take action regarding the petition of the <br />City of Paris for a zoning change from a One -Family Dwelling District No. 1 (SF 1) <br />to a Central Area District (CA) for properties South of Kaufinan Street to Sherman <br />Street between 1St Street and Yd Street. <br />MTG. DATE: December 09, 2024 <br />BACKGROUND: <br />On Monday, December 02, 2024, the City of Paris Planning & Zoning Commission held its regular <br />meeting, where the Commission unanimously voted to recommend approval of the item above. At <br />the Planning and Zoning Commission meeting on Monday, November 4, 2024, the commission <br />was presented with proposed rezoning maps of the Historic District HD -2 District for <br />consideration. Commission members. deliberated on the different viewpoints and opinions from <br />the workshops. After a lengthy discussion about the rezoning of the current One -family District <br />(SF -1) to various district within the Historic District 2 (HD -2), the commission unanimously <br />selected the option Exhibit (1) rezoning map proposal suggested by staff. The option Exhibit (1) <br />map comprises of three (3) rezoning categories. Central Area District (CA), One -Family District <br />(SF2) and Multi -Family Dwelling District (MF -1). <br />This rezoning proposal on the agenda has been divided into three (3) separate items based on each <br />zoning district category. The item above requests that a portion to the north of the Historic District <br />HD -2 be changed from the current One -Family Dwelling District No. 1 (SF I) to a Central Area <br />District (CA) for properties South of Kaufinan Street to Sherman Street between 1 st Street and 3rd <br />Street. <br />STATUS OF ISSUE: <br />The issue before the City Council is to determine whether the zoning change request negatively <br />impacts the health, safety and welfare of the neighborhood. <br />Staff has received four (4) in support and two (2) against from the input forms for the zoning <br />change from property owners within 200 -ft of the subject property. <br />In the recent past, Staff has been directed to not initiate zoning changes without the property <br />owner's involvement and approval or at the owner's request. <br />Page 1 of 4 <br />
