No. 10 <br />TO: Mayor, Mayor Pro Tem & City Council <br />Robert Vine, Interim City Manager <br />FROM: Todd Mittge, City Engineer <br />SUBJECT: DESIGN OF PARKING LOT AT THE OLD BELFORD BUILDING SITE <br />DATE: January 13, 2025 <br />BACKGROUND: <br />The Belford Building, located at 260 South Main Street, was demolished in December of 2023. It <br />was in a state of dilapidation with portions having collapsed, and needs to be demolished, it has <br />therefore been deemed a public safety hazard. The City of Paris has ownership of the vacant lot, <br />and the City Council has decided to construct a parking lot at this location during the Fiscal Year <br />24/25 budgeting process. <br />City Staff would like to enter into a Professional Service Agreement with Hayter Engineering to <br />design the new parking lot at this location. Once this has been designed, it will be followed by <br />open bidding to select a contractor to perform the construction work in the Spring/Summer of <br />2025. <br />STATUS OF ISSUE: <br />The sidewalk has been replaced around the Belford site. The new parking lot will lie within the <br />existing dirt area on the corner of Main and Austin Streets. It will include a small detention pond <br />per our city drainage ordinance. <br />The Scope of Services is included within the Professional Services Agreement, which is included <br />with this memo. Hayter Engineering's fee will be a lump sum of $33,930.00. <br />The preliminary Opinion of Probable Construction Cost for this project in May of 2024 was <br />$218,000. This was used for budgeting purposes. During design, this OPCC will be refined <br />further. <br />
