MINUTES OF THE PLANNING& ZONING COMMISSION MEETING <br />OF THE CITY OF PARIS, TEXAS <br />DECEMBER 02, 2024 <br />The PIanning & Zoning Commission of the City of Paris held a regular meei:ing at 5:30 p.m. in the <br />City Hall, Council Chambers, 107 East Kaufinan, Paris, Texas. <br />Board Members Present: Clifton Fendley, Chance Abbott, Adam Bolton, Larry <br />Walker, Robert Spain, Chad Lindsey <br />City Representatives: Osei Amo-Mensah, Director Planning & Community <br />Development; Triniti Frazier, Planning Technician; Todd <br />Mittge; City Engineer; Stephanie Harris, City Attorney <br />Board Member(s) Absent: None. This board currently has one vacant seat. <br />1. Chairman Clifton Fendley called the meeting to order at 5:30 p.m. <br />2. Citizens' forum. <br />t <br />(Persons desiring to address the Planning and Zoning Commission must limit their presentation to no more than two <br />minutes. Unless an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Commission from <br />responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person <br />with specific factual information. Claims against the City, Council Members, or employees, as well as individual personal <br />appeals are not appropriate for the citizens' forum.) <br />The citizens' forum was declared open. <br />Kenneth Kamer, spoke in regard to his property located at 2311 Lamar that his father <br />acquired in 1982. The property is in a flood zone. Kamer asks if the city has an existing <br />flood elimination plan. He states that he is restricted from building anything new on the <br />property since the building that was there burned down in 2007 based on engineering <br />assessments, current policies and procedures. Kamer asked where he goes from here. City <br />Attorney Stephanie Harris advised Kamer this is not a subject for this meeting. City <br />Engineer Todd Mittge advised he would follow up with him. <br />Gary Blackshear, 854 S Church states he received notice regarding rezoning the Church <br />Street area. He states he and his wife Vicky purchased their historic home next to the <br />Maxey House six years ago. He states approximately five single-family homes in the area <br />are being restored currently and they are glad to see that. He wants to keep it moving in <br />that direction. He does not believe that duplex, multi -family, and apartments blend well <br />with the historic homes there, so they wanted to express that they are not in favor of the <br />rezoning for multifamily. <br />With no one else speaking the citizens' forum was declared closed. <br />
