Regular Council Meeting <br />January 13, 2025 <br />Page 4 <br />15. Discuss and act a RESOLUTION NO. 2025-003: A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS AMENDING THE GUIDELINES AND <br />CRITERIA OF THE 5 IN 5 HOUSING INFILL DEVELOPMENT PROGRAM; <br />MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; <br />AND DECLARING AN EFFECTIVE DATE. <br />Planning Director Osea Amo-Mensah explained the 5 in 5 Housing Infill Development <br />Program was adopted in January of 2022 for the purpose of incentivizing the redevelopment of <br />neighborhoods in the City's core. He said City Staff proposed revisions to the Guidelines which <br />would apply the 80% construction requirement only to developers with existing agreements <br />pursuant to which the City conveyed Trustee properties. He said this revision would allow <br />applicants with multiple development involving their previously owned properties to enter into <br />additional agreements regardless of the completion rate of the improvements required under their <br />existing active agreements. <br />Mayor Pro -Tem Savage asked for clarification of taking 80% and using your own <br />property or trustee property. Ms. Harris said if it was a mix, that the 80% would apply to the <br />trustee properties and the City would not lose anything. Council Member Kessel inquired about <br />new applications and Ms. Harris said they were posted for the first meeting in February. Mayor <br />Pro -Tem Savage wanted to know how many trustee parcels could someone have. Mr. Amo- <br />Mensah said there was no limit to parcels but on units. Ms. Harris said the agreement limits ten <br />units. Mayor Pro -Tem Savage reiterated no more than ten units. <br />A Motion to approve this item was made by Mayor Pro -Tem Savage and seconded by <br />Council Member Norment. Motion carried, 7 ayes — 0 nays. <br />16. Consider and approve future events for City Council and/or City Staff pursuant to <br />Resolution No. 2004-081. <br />Council Member Putnam referenced the fires in LA and asked that an item be place on <br />an agenda at a future meeting regarding the maintenance of fire hydrants. <br />17. Adjournment. <br />There being no further business, a Motion to adjourn was made by Mayor Pro -Tem <br />Savage and seconded by Council Member Norment. Motion carried, 7 ayes - 0 nays.
