MINUTES OF THE REGULAR MEETING FOR <br />TAX INCREMENT REINVESTMENT ZONE (TIRZ) BOARD <br />PARIS, TEXAS <br />CITY COUNCIL CHAMBER, 107 E. KAUFMAN ST, PARIS TEXAS <br />THURSDAY, DECEMBER 12, 2024 <br />4:00 O'CLOCK P.M. <br />Members present: Cody Head, Chairman; Miles Mathieu, Vice -Chairman; Maureen <br />Hammond, Reeves Hayter, Pam Norwood, and Dillon Cecil <br />City Staff: Osei Amo-Mensah, Director of Planning and Community <br />Development; Stephanie Harris, City Attorney; Skylar Unger, <br />Deputy City Clerk; and Cheri Bedford, Main Street Coordinator <br />City Council: Alix Putnam <br />Members absent: Thomas McMonigle, Secretary <br />1. Call meeting to order. <br />Chairman Head called the meeting to order at 4:00 P.M. <br />2. Citizens' input. <br />No one came forward during citizens' input. <br />3. Approve minutes from the meeting on November 14, 2024. <br />A Motion to approve the minutes as presented was made by Ms. Norwood and seconded by Mr. Cecil. <br />Motion carried 5 ayes — 0 nays. <br />Ms. Hammond arrived at 4:03. <br />4. Receive presentation of Phase 1 from Forked Pine Consulting. <br />Joseph Denny from Forked Pine Consulting gave a presentation about the status of Phase 1. He stated that <br />City staff as well as the staff at the Lamar County Appraisal District office have been extremely helpful. <br />Some data quality issues took a while to resolve, causing the timeline to be shifted just a little bit. He <br />wrapped up his presentation by stating that the analysis is ongoing, and they are getting very close to <br />completing that portion. <br />Chairman Head asked for clarification that Mr. Denny had everything he needed to complete the project. <br />Mr. Denny stated that he believed so, the questions now were just figuring out where the numbers he was <br />given came from and Ms. Harris was helping him with this. <br />Ms. Harris stated that the Council did a "clean up" ordinance a couple years ago to clarify the boundaries. <br />She mentioned that it came up today whether that process deleted or added new properties, and if it did -it <br />shouldn't make a big difference in the numbers, but she will chase it down. <br />Mr. Denny stated that he and Ms. Denny are planning to attend the January 9t" meeting to provide some <br />educational training, and again in February to do a presentation to the City Council, the full Financial and <br />Compliance Report and potentially public outreach if the board is interested. Mr. Denny said they were <br />very flexible and were willing to work with the board however worked best for them. Following further <br />discussion, Mr. Denny stated that he was optimistic and looked forward to seeing everybody. Mr. Denny <br />Page I of 2 <br />
