Vine, Deputy City Manager <br />SUBJECT: Consultant Proposals for the Creation of a Strategic Plan <br />DATE: February 24, 2025 <br />BACKGROUND: Mayor Mihir Pankaj and City Council members directed staff to speak with <br />consultants about conducting a Workshop with members of City Council for the purpose of <br />creating a Strategic Plan for the City of Paris. Deputy City Manager Rob Vine reached out to <br />different consultants and has obtained 2 proposals for members of Council to consider. <br />STATUS OF ISSUE: A total of 5 consultants were contacted with two of them submitting a <br />proposal, Engage Solutions Group and Ron Cox Consulting. Both consultants spent time with <br />DCM Vine, on the phone and J. Shane Howard with Engage Solutions Group travelled to Paris to <br />meet with DCM Vine to learn more about the project. City Manager Rose Beverly was also able <br />to speak with both Howard and Cox about their individual proposals and gain some insight into <br />their processes and individual experiences. <br />Mr. Cox has served as City Manager in four different cities for a total of 28 years and his <br />submission packet included information regarding his consultation business and experience with <br />90 other cities and many other public and nonprofit entities in Texas. This proposal consists of a <br />4 -hour governance session with the Council, an 8 -hour planning session with Staff and Council, <br />and the final report with a total of $9,000.00 and, if desired, the delivery of an Implementation <br />Plan and another 8 -hour session with the Council and Staff, for an additional $2,500.00, for a total <br />of $11,500.00 (plus out-of-pocket expenses). <br />J. Shane Howard with Engage Solutions has worked with public entities for nearly 20 years in both <br />the private and public sectors in various capacities. He has managed the budget and policy process <br />for a Texas port for over 8 years, he has worked with dozens of cities conducting feasibility and <br />economic/fiscal impact analyses for projects, master plans, and strategic goal setting.
