<br />FINANCE DIRECTOR
<br />General Statement of Duties
<br />High level administrative position responsible for the direction and operations of all aspects of the
<br />Finance, Utility Billing & Collection, and Warehouse Departments. Serves as the chief financial officer
<br />of the City providing overall administrative and technical direction in the areas of accounting,
<br />purchasing, treasury, payroll, budget control, assessment, and risk management. Works under the
<br />direction of the Deputy City Manager; however, position requires extensive skills in leadership,
<br />management, communications, planning and organizing.
<br />Essential Duties and Responsibilities
<br />1. Directs, plans, supervises, oversees, implements and organizes the financial management,
<br />operations, work flow and maintenance of the Finance Department, Utility Billing & Collection
<br />Department, and Warehouse Department.
<br />2. Oversees all financial operations including, but not limited to, accounts receivable and payable
<br />of all city funds, the general accounting system, financial reports preparation, city depository
<br />system, treasury, budget control, payroll, city credit card program, and debt related functions
<br />such as continuing disclosure, arbitrage calculations, debt payments, and data research on new
<br />issues.
<br />3. Serves as the City's Investment Officer, Custodian of all public funds, Debt Manager, Financial
<br />Officer of Grants, Risk Manager, and Appeals Officer for utility billing complaints.
<br />4. Works closely with the City Management Department and Department Heads in the preparation
<br />of the City Budget, providing instruction and advice regarding fiscal policy and procedures, and
<br />prepares the final budget for approval by the City Council.
<br />5. Working closely with the HR and Civil Service Director, oversees the City's group health
<br />insurance program including, but not limited to, health, life, disability, vision, and dental.
<br />6. Oversees the City's general insurance program including, but not limited to, general liability,
<br />property, and workers compensation.
<br />7. Manages various grant opportunities, through state and federal programs, overseeing application,
<br />award, project development, project completion, and reporting.
<br />8. Collaborates with auditors, financial advisors, rate consultants, and other contractors,
<br />consultants, and professional services and holds them accountable to ensure that all projects are
<br />in compliance with Local, State and Federal Laws and Agreements.
<br />9. Reviews outside auditor proposals and provides a recommendation to the City Council in
<br />selection of an audit firm to perform the City's annual independent audit.
<br />10. Develops and implements goals, priorities, policies and procedures relating to Finance, Utility
<br />Billing & Collection, and Warehouse Departments.
