MINUTES OF THE SPECIAL MEETING FOR <br />TAX INCREMENT REINVESTMENT ZONE `TIRZ BOARD <br />PARIS TEXAS <br />CITY COUNCIL. CHAMBER 107 E. KAUFMAN ST PARIS TEXAS <br />WEDNESDAY FEBRUARY 12,202 <br />4:30 O'CLOCK P.M. <br />Members present: Cody Head, Chairman; Miles Mathieu, Vice -Chairman; Thomas <br />McMonigle, Secretary; Maureen Hammond, Reeves Hayter, Pam <br />Norwood, and Dillon Cecil <br />City Staff: Rose Beverly, City Manager; Rob Vine, Deputy City Manager, Osei <br />Amo-Mensah, Director of Planning and Community Development; <br />Stephanie Harris, City Attorney; Skylar Unger, Deputy City Clerk; <br />and Cheri Bedford, Main Street Coordinator <br />City Council: Mihir Pankaj, Mayor; Rebecca Norment, and Alix Putnam <br />Economic Development Josh Bray, Curtis Fendley <br />Board Members: <br />1. Call meeting to order. <br />Chairman Head called the meeting to order at 4:31 P.M. <br />2. Citizens' input. <br />No one came forward during citizens' input. <br />3. Approve minutes from the meeting on December 12, 2024. <br />A Motion to approve the minutes as presented was made by Mr. Mathieu and seconded by Ms. Norwood <br />Motion carried 7 ayes — 0 nays. <br />Mayor Pankaj arrived at 4:33 P.M. <br />Cheri Bedford arrived at 4:38 P.M. <br />4. Presentation of summary of findings on review of Paris TIRZ #1 and overview of training to be presented <br />to the TIRZ Board of Directors. <br />Consultants Joseph and Cheryl Denney from Forked Pine Consulting delivered a comprehensive <br />presentation on the history, current status, allocation of funds, and future projections of the TIRZ. Their <br />presentation included a detailed spreadsheet designed as a tool. for the Board and city staff to assess <br />financial projections when evaluating new projects. Following their presentation, Mr. and Mrs. Denney <br />addressed questions from the Board regarding the use of funds, the interaction between TIRZ funds and <br />other incentives, the establishment of the original boundaries, and the calculation of each zone. In. addition <br />to the spreadsheet, Mr. Denney said that he was going to provide each Board member with a notebook of <br />information and resources. Mr. Denney recommended that the Board review its current project plan and <br />continue to reassess it every 2-3 years. He suggested that the Board make the project plan more flexible <br />to accommodate all potential projects. Currently, only Zone 2 (Downtown) is eligible to receive funds. <br />Mr. Denney stated that it is uncommon for all funds to be concentrated in one area and more typical for <br />Page 1 oJ' 2 <br />
