Special Meeting <br />March 10, 2024 <br />Page 2 <br />Judge Bell inquired about the terms of agreement and whether renewal was open to both <br />entities. Mr. Vine answered in the affirmative and if the term was for ten years, he envisioned <br />them discussing it as they got closer to ten years. Commissioner Bass said he had no problem with <br />a ten-year term. Mayor Pankaj recommended that they have meeting every year during the time <br />in which the agreement was in existence. <br />Judge Bell referenced #3 and said they should revisit the maintenance cost after the first <br />year because everything will be new at first and they do not know what those costs were going to <br />be for the first few years. Commissioner Bass moved to #2 and said they need to decide about the <br />system and if they want hours vs. mileage on the pumps. With regard to 43, Council Member <br />Kessell said they need to specify what is included in the maintenance, such as gates, etc. City <br />Manager Rose Beverly said they also needed to know the lifespan of the tanks and maybe the term <br />should be 20 years while putting funds back for new tanks. Mayor Pankaj confirmed with <br />Commissioner Bass that the lifespan for a tank was 30 years. Following a lengthy discussion about <br />management of the fuel farm and reporting, it was decided that the County would manage it <br />because the property belonged to the County. Ms. Beverly and Judge Bell both expressed there <br />needed to be "an out clause." Ms. Harris and Ms. Rose reiterated Council Member Kessel <br />specifically laying out items owned by the City and items owned by the County and categories of <br />maintenance. Judge Bell said they need to determine insurance and what is covered. Ms. Harris <br />said she would work on a draft agreement and forward to the Commissioners to get their input. <br />She also said after receiving the draft back, she would forward to Council. Council Member <br />Norment emphasized that they must mee every year. <br />4.
