Regular Council Meeting <br />March 24, 2025 <br />Page 5 <br />acreage leased by 85.85 acres, issuing a refund in the amount of $1,287.75 with a new <br />annual payment due on May 15, 2025, in the amount of $9,195.75. <br />A Motion to table this item was made by Council Member Kessel and seconded by <br />Council Member Ellis. Motion carried, 6 ayes — 0 nays. <br />22. Discuss and act on a Policy and Guidelines for filming in Paris, Texas. <br />Mr. Vine said Lisa Mikitarian presented a draft document at the March 10 City Council <br />meeting. He also said she reported that a major vehicle manufacturer was coming to film a <br />commercial in Paris and it would be helpful to have a policy in place for the film project and <br />future projects. <br />A Motion to approve the presented policy and guidelines was made by Council Member <br />Ellis and seconded by Council Member Norment. Motion carried, 6 ayes — 0 nays. <br />23. Convene into executive session pursuant to Section 551.071 of the Texas Government <br />Code, Consultation with Attorney, to receive legal advice from the City Attorney about <br />(1) pending or contemplated litigation and/or (2) on matters in which the duty of an <br />attorney to her client under the Texas Disciplinary Rules of Professional Conduct of the <br />State Bar of Texas clearly conflict with this chapter, to -wit: City of Paris v. Essent PRMC <br />and other potential litigation. <br />Mayor Pankaj convened City Council into executive session at 6:30 p.m. Mayor Pankaj <br />and Council Member Norment recused themselves from the executive session with regard to <br />City of Paris v. Essent PRMC. At 6:33 p.m. Mayor Pankaj and Council Member Norment went <br />into executive session to hear about potential litigation from the City Attorney. <br />24. Reconvene into open session and possibly take action on those matters discussed in <br />executive session. <br />Mayor Pankaj reconvened City Council into open session and announced there was no <br />action to be taken. <br />25. Consider and approve future events for City Council and/or City Staff pursuant to <br />Resolution No. 2004-081, and announcement of City and/or Lamar County Chamber <br />sponsored events in Paris. <br />Mayor Pro -Tem Savage said he would like to hear at a future meeting about the plans for <br />the old trash trucks, their value, and whether or not the City planned to keep the trucks. <br />Mayor Pankaj said he would like to receive a presentation about residential rental <br />inspections at a future meeting. <br />Mayor Pankaj announced that this Wednesday, the 26th, from 9 a.m. to 11 a.m., the Paris <br />Police Department would host Coffee with a Cop at Elite Home Health, located at 50 North Main <br />
