Memorandum <br />Agenda Item No. 15 <br />TO: Mayor, Mayor Pro -Tem and City Council <br />City Manager, Rose Beverley <br />FROM: Osei Amo-Mensah, Director Planning and Community Development <br />SUBJECT: Conduct a public hearing to consider and take action regarding the petition of Don <br />Wilson on behalf of the Evergreen Cemetery Association, Inc. for a zoning change <br />from Agricultural (A) to Commercial (C) in the City of Paris, Block 167, Part of <br />Lot 1 (2.06 acres), LCAD 70476, located in the 2100 Block SE 3rd Street. <br />MTG. DATE: April 28, 2025 <br />Don Wilson on behalf of the Evergreen Cemetery Association, Inc. is requesting a zoning change <br />from Agricultural (A) to Commercial (C) to construct an office building that will front Farm to <br />Market Highway 1497 (3rd Street Southeast). The submitted survey indicates a divided <br />Commercial (C) zoning district to the west and Agriculture (A) to the east. The subject property is <br />approximately a 2.06 acres tract being part of the Larkin Rattan Survey #778 and Evergreen <br />Cemetery Env. 384-A Plat Records 89.429 acres. There is a columbarium and a concrete pad to <br />the north of the said lot. Moreover, the survey indicates 1.572 acres of Electric Easement to the <br />south. The current future land use is guided by Public Land Institute (PLI); therefore, this rezoning <br />action for the purpose of an office for the cemetery will be in accordance with the city's <br />comprehensive plan. <br />ANALYSIS <br />• The land to the North is Evergreen cemetery, zoned Agricultural (A) District and Commercial <br />(C) along 3rd Street and Church Street and is guided for Public Lands and Institution (PLI). <br />• The land directly across from 3rd Street to the South is zoned Commercial (C) District which is <br />developed as single family residential and guided for Low Density Residential (LDR) and <br />Commercial (C). <br />• The land to the East is zoned Agricultural (A) District and guided for Low Density Residential <br />(LDR) and known as Evergreen Cemetery. <br />• The land to the West is zoned Commercial (C) District which is guided for Commercial and Low <br />Density Residential (LDR) which is currently developed as single-family dwellings and <br />commercial uses. <br />
